Mr. Lockhart said that it It couldn't
be collected, It would cost Mr.
Sengstacken $25 attorney fees any
way. The motion was carried.
To Systematize Matters.
Councilman Sacchi urged that
steps be taken now to systematize
the city's business. He said that each
committee and city official should
make a monthly report to tho coun
cil to show just what was doing. He
said also that vouchers should be
provided for purchasing supplies to
know just what tho city was paying
for. Mayor Straw said that he
appointed Councllmen Nasburg, Fla
nagan and Sacchi as a committee to
arrange the new system.
To Fix Salaries.
Councilman Sacchi urged that
steps be taken to fix salaries of city
officials so that the council would
know what the actual expenses for
the ensuing year would be.
In this connection, Councilman
Lockhart had an animated discus
sion with J. B. Butler, the city recorder-elect.
Mr. Lockhart said that
It was understood that Mr. Butler
would run the city recorder's office
for $75 per month. Mr. Butler said
that he' had, not agreed to do any
thing of the kind. Mr. Lockhart
said that F. M. Friedberg speaking
for the Citizens' League had said
Butler would. Mr. Butler said that
Mr. Friedberg wasn't running his
affairs, pme caustic reflections
were expressed by Mayor Straw,
Councilman Nasburg about Mr.
Friedberg and Butler replied that
Friedberg was better than a lot of
othors. This discussion did not
come up in the council meeting but
occurred immediately after the
council had adjourned.
Routine Business.
A rebate of $348.58 was ordered
paid to the property owners on Sec
ond street, .between Pine and Alder.
A deficit assessment of $444.38
was ordered collected from tho prop
erty owners on First and Cedar
streets between 'A' and Third
streets. A petition from tho prop
erty owners objecting to the deficit
assessment for several reasons was
read but the council ordered the
deficit assessment collected.

Masters and McLain were ordered
paid $500 on their Cedar street con
tract. Walter Condron was ordered
paid $345 more on his contract on
the same street. Many of the as
sessments have not been paid in
there and Marshal Carter was in
structed to collect them at once.
A sewer was ordered constructed
on Cedar street to replace the one
torn out when the grado was changed.

been used to pay off warrants but
that the funds had been used' other
wise illegally. He said that Baker
City and other municipalities had

Councilman Sacchi said that he did
not care what bond issues other
cities had and that just because they
hod made mistakes, he wasn't In fa
vor of Marshfleld making them.
Finally Councilman Lockhart fig
ured out a five-mill levy would bo
ample and he and Councllmen Sav
age, Nasburg and Flanagan express
ed themselves in favor of it. Sac
chi wanted to moke it eight mills
and he said that if a small levy was
made, the coming council would
simply have to curtail expenses. Mr.
Lockhart moved that the levy for
the ensuing year be made five mills
and Mr. Flanagan seconded it, Mr.
Sacchi wanted to postpone actlpn
a week but Mr. Lockhart said he
would be out of the city. Finally It
was submitted to a vote and all of
tho councllmen voted In favor of it.
Report Not Olllclnl.
The report made by Wilson Kauf
man to the city council was not in
the nature of an official document
but was merely a statement to give
the members some Idea of how mat
ters stood financially. The appor
tionment of the various items of ex
pense and receipts was made from
the best sources at hand but the sta
tement was a rough one simply to
show In a general way how th'
money had been spent. The totals
I owover, are correct. The renurt
covered the first eleven months of
1908. The expenditures do not in
clude Interest on warrants as theso
figures could only be gotten from
the city treasurer and were not ob
tainable when the hurried statement
was made. Mr. Kaufman stated the
total expenditures for tho eleven
months not including the warrant in
terest amounted to $25,029.37.' The
total receipts' were $14,275.82. The
average monthly deficit was $1,
059.41. This makes a total doflcit for the
oleven months of $11,053.51. Of
this amount, Mr. Kaufman says
about $8,000 was expended for the
city's share of the asphalt pavement
and street improvements, for tho 'X'
street ferry landing, city hall and
jail.
