PRESIDENT AS PARTY LEADER.
Some call it exeeuthe usurpation
and some tee in it the inevitable
coming together of nominal and real
jiarty leadership, whichever it is, the
a-econt campaign has emphasized
hc changed relation of the president
to party government.
The old idea that the president
should be a soit of nonpartisan,
.something after the pattern of the
-speaker of the English parliament
who belongs to neither party, has
.been superceded. More and more
the president is accepting the posi
tion of an English parliamentary
deader.
Never before In our history could
a candidate, as Mr. Bryan did, de
mand that he supervise every plank
in the party platform, without excit
fng comment, or, like Judge Taft,
practically amend the party plat
form. It has been accepted this
:year, apparently, as the proper thing.
As they were the men to be elected,
they should choose the Issues on
whlch they would make their appeal.
Party platforms have counted for
less than ever before, and personal
leadership for more. It has been
-what Mr. Bryan and Judge Taft have
BaId, and not what committees on
' resolutions have with laborious ef
fort enunciated. If Mr. Bryan was
vchosen It meant the Indorsement
f Mr. Bryan's leadership. Judge
Taft's election means that Taft will
be expected to dominate the party
counsels.
The last concession was made to
this new spirit when It was decided
JtSr.it Judge Taft must take the stump.
'The Idea had been to return to the
told custonib and put the party to the
front. But it was evident the people
-yore looking to personal leadership.
If Judge Taft had remained at home
it would have been equivalent to
ailmiuloning the contest.
Just what changes will come with
this shifting of the responsibilities
of leadership cannot be foreseen.

islation. The initiative will come
from him and his Immediate counsel
lors. Congress has invited the change
