PRINEVILLE, Ore., Oct. 10. J.
II. Ackerman, state superintendent
of public Instruction, at an address
to 100 teachers at the Crook county
institute at Prlneville, said:
"I would advise every teacher
when seeking a contract to teach in
any district in Oregon, first to ascer
tain the certain amount of the dis
trict's general school fund, 85 per
cent of which under the law must be
spent for school instruction. I would
.further advise every Oregon teacher
then to demand in his or her con
tract 85 per cent of this sum as
salary; in other words, if the fund
amounts to $500, do not accept a
jenny less than $-175. Using these
figures there are some school boards
-who deem it a smart trick to pay the
teacher, say ?400, turning the $25
over and above, but within the law
ful 85 per cent, back Into the gon-
oral fund, thus lessening the taxes of
. JLho .district just that much. This is
poor policy for both parties so next
year demand the full 85 per cent or
.refuse to sign the contract."
Another noteworthy part of Mr.
Ackorman's address was: "All over
-this country there are old bachelors;
close around every school house hun
dreds of them. Understand me, I

.aren't any, or very few, in Oregon.

The recent capture of several
crews of Japanese seal poachers by
United States revenue cutters in the
Behring sea indicates that the state
department is at last alive to the
fact that the herds of the various
beaches are in danger of being ex
terminated by lawless hunters. Can
ada, Japan and Russia are said to be
ready to cooperate with this coun
try in the work of preserving the
seal, and it is probable that joint
action will soon bo taken. At pres
ent the Behring sea Is not patroled
as well as it might be under an In
ternational arrangement.
Several days ago two Japanese
.schooners were overhauled by the
United States revenue cutter Bear,
and about forty men placed under
arrest after a brief, bloodless fight.
The crews shortly will be tried for
their crimes. In this case conviction
Is certain, Inasmuch as both boats
were found within the three-mile
limit off tho Prihilof Islands, with
several hundred freshly killed seals
on board. Not many days before
this affair another Japanese schoon
er was captured off the Copper is
lands, Its crew also being held for
poaching.
The diminution of the seal herds
within tho last few years Is appall
ing. Many of tho famous rookeries
which, not a decade ago, afforded a
breeding ground for thousands and
thousands of tho fur-bearing crea
tures, in season today, are visited
by only a few hundred. The seals
'isually return to the same beaches
year after year, and this fact makes
It obvious that some of the big herds
have been almost exterminated.
Seal hunting Is profitable only
when tho animals have come back to
tho beaches after their long season's
swim. When the creatures have
made their temporary homes at the
rookeries they remain close by shore.
In order to find their quarry In suf
ficient numbers to justify a poach
ing expedition, tho hunters must In
vado tho three-mllo zone. A few
vessels whoso crews nro permitted
10 hunt undisturbed near a rookery
for a week or so will play sad havoc
with a herd. If the seal are to be
preserved tho governments interest
ed must quickly come to some sort
of mutual understanding.
