WHATEVER THE flattering unction the Common Council of Marsh
fleld Is laying to Its corporat e soul, the actual fact remains, un
disguised and unmistakable, t hat the patience of the Marshfleld
-public is falling; and there may be p lenty of significance given of the
real extent of this lapse from confld ence and regard. It Is but another
reiteration of the old story of the arbitrariness of long-continued author
ity and the inevitable assumption of infallibility, and the consequent .ex
pression of Intemperate purpose; th ese tales are always told to the end,
.and the end is always (he same.
The people are just beginning to u nderstand that the council and its
committees and advisers are not so clever, nor thoughtful, nor consider
ate of the public purse and pride as they should be, and the realization
Is wrought of facts that permit no o ther accounting, such as the raw and
costly blunders developing constantly in the matter of the city's finances,
and the hard and fast program laid out and adhered to of secret sessions
to agree on unity of action In affairs of city wide public concern, along
rwith lesser manifestations of Incapacity and official disregard of the es
sentials of cost, convenience, and general conservation of the popular In
terests. V
The impression is justified that t he council and its group of attaches
are too closely knit, too unified In purpose, too compact and homeoge
nous, to serve the broader ends of re al public servlco and this conviction
leads to the downfall of all civic f alth and reliance. No council Is
above the electorate that puts It In power; nor does Its pretended adher
ence to the wishes and will of the people, always lavishly made under
reproach, relieve it of the charge of Indifference ,or worse, when based
upon such tangible pleas as Marshfleld now makes against the present
administration. The council is blundering badly In more ways than one,
and it will do well to call a halt In I ts autocratic course of doing things
irrespective of protest and counter-pleas from the public; especially in
-this matter of the change in the charter and alteration of old time' meth
ods in nomination of city ofllciilfc. A continuance of Its peremptory
schedule will Invite reprisals that tv en It may not flout. For if it dreams
lor ono Instant that Marshfleld is go ing to have a bond Issue crammed
down its throat without proper piep aration and essential scrutiny of all
preliminaries, it is going up agiinst a lesson in the efficacy of the lav
of the peoplo that will open Its. eyo s. It can have Its way about the
lionds, provided the taxpayers and t ho people generally have their way

THE COUNCIL A Nl) THE PEOPLE.
The Marshfleld city council and so me of Its officials seem determined
to place themsolves on record as ar rogant arbiters of the city's destiny
-without roferonco to the wishes or wants of the people or electorate. In
ipvery enlightened community In th o United States today, the people
linvo either secured or aro strenuou sly striving for the exercise of a
wider control in tho nomination and election of their public officials.
The primary system Is being nnlver sally accopted and adopted oven to
iho extent of naming United State s senators. In tho face of this un
animous public sentiment when a r esolutlon is presented to tho Marsh
flold city council to permit tho poop le to select their candidates for city
offices by a primary election Instea d of tho primitive methods of an
anto-dlluvian ago, tho city caucus, C ity Attorney Farrln promptly objects
to any such progressive step, City R ecorder Upton also protests against
-it and tho council lays tho matter on tho table.
Aro tho officials and members of t ho council suspicious of the peoplo?
Jt would seem so. They do not pro poso to trust them to name candi
dates by voting for them. They m ust bo named in tho personally di
rected caucus with fixed moves Ilk o an nutomatic numbering machine.
If tho members of tho city council th ink they aro tho masters of tho peoplo
v-of Marshflold Instead of servants thoy are In for a rudo awakening.
