Editor of the Coos Day Times:
In the issue of your paper of the
4th inst. you have an editorial con
cerning the granting of a franchise
to the Coos Bay Home Telephone
Co., and a letter by "A Citizen,"
-which do not reflect with credit on
the city council nor give a correct
statement bo that the public would
really understand the situation.
As is generally known, Mr. Durrett
lias been engaged for a period of
four months on Coos Bay with the
-view of arranging for tho purchase
of the lines of the Pacific Telephone
& Telegraph Co., and after working
about two months that company
would do nothing in the way of sell
ing, nor would they turn him down
deflnltely. At that time negotiations
were had between him and the per
sons affiliated with the Automatic
Telephone, ami they promised to
help finance an independent com
pany. With this promise in view,
he obtained a franchise for an auto
matic telephone system. As soon as
this was granted, the Pacific Tele
phone & Telegraph Co. was willing
to sell, and gave him an option on its
properties in Coos and Curry coun
ties; thereupon the present company
was organized for the purpose of tak
ing them over.
The old franchise for the City of
Marshfield covering this telephone
business was lost or destroyed, and
the city records contained nothing
regarding it, except that in May,
1S93, an ordinance of this nature
had been passed. The company had
a certified copy of tho ordinance,
but it was destroyed in the earth
quake and fire of San Francisco. It
Is true that a copy of a copy has
been produced, but this franchise
was in a very unsatisfactory condi
tion to the city as well as the com
pany. The people of your community
are demanding nnd are entitled to a
better service than they are getting.
In order to give a better service, the
entire Marshfield plant will have to
be gone over and reconstructed,
covering nn expenditure of possibly
$20,000.00. In order to do this
reconstruction work It is necessar
to get money, and the city council
realized that any company taking
over the properties would have dif
ficulty In getting money to do this
work unless the franchise In Marsh
Held wns a known quantity and
legally established. The new com
pany merely nsked that tho old
franchise bo re-enacted, or a new
Jranchlso bo given, so as to place tho
company in a position whore It could
get money to do this work. Tho
majority of the members of the
council folt that tho old ordinance
was not stringent enough, and that it
would bo to the best interests of tho
city to have a now ordinanco passed,
more or less in conformity with the
ono passed by It for tho Automatic
Telophono. This last franchiso is for
twenty-one years instead of twonty
flvo; requires tho company to place
its wires underground in tho business
district, when tho population is
20,000 instead of 30,000, and re
duces tho maximum rate of business
'phonos from $3.r0 to $3.00, so that
it is more stringent even than the
Automatic franchiso. Tho schedule
of rates specified In tho ordluanca
does not exceed a raise of over 50
cents a mouth on any class of tele
phono service under 1,000 'phones
in somo instances not more than 25
cents.
Tho public does not seem to under
stand or know that tho larger tho
number of subscribers to a telo
phono plant, tho greater tho cost
por subscriber. When tho present
plant was installed 1 urn told that
the old company figured on ono hun
dred telephones, and started out
with an olllco foico of two, besides
tho manager, and the present rates
wore based on that service. The
probout systoui consists of about 500
telephones, and from thirteen to fif
teen omployoes In tho olllco, and tho
sorvico is admittedly poor. Tho now
company proposes to give n bettor

structed within the limits of Marsh-,
field no raise will be made.
It should be borne In mind that J
under the old franchise the new com-1
pany could have raised the rates
double, so far as the council Is con- i
cerned, and this ordinanco merely
regulates tho maximum charge.
In regard to the council's action
In passing this ordinance; sevoral
days previous to the first meoting
at which this franchiso came up a
copy of the franchise which the new
company wanted was submitted to
each councilman and the Mayor, and
the matter was in their hands for
over three weeks and up for discus
sion at two meetings before it was
finally acted upon. During this time
each clause was gone over very care
fully and conscientiously, and I
think any unbiased person who will
read this franchise and consider the
conditions of the City of Marshfield
and its reijulioments will admit that
it fills the bill.
Monday evening prior to the Tues
day evening that the ordinance was
adopted, ttc council met In the City
Attorney's office for the purpose of
goin,? through the ordinance once
more and ree what other changes
should be made In It. It Is well
known by everyone who has visited
the council in session that an import
ant measure of this kind can hardly
receive the consideration it merits
in open session. There is usually a
line of twenty-five to fifty people
present at these meetings, all with
axes to grind concerning street im
provements, licenses, and other mat
ters, and the council is to be com
mended rather than censured for
holding this meeting, so it could con
sider the terms of the franchise de
liberately. The fact that all of the
council were present shows that the
members realized the importance of
the matter to the community and
wero willing to sacrifice their time
and convenience in the performance
of their duties.
If "A Citizen" or any other person
Is carried away with the idea that
the Coos Bay Home Telephone Com
pany has by this franchise acquired
any great or valuable concession, the
company's stock subscription book is
still open and they are invited to sub
scribe for stock.
