Hm HE president's power for good or for harm is often
overestimated. Our government is A GOVERN
MENT OF CHECK AND BALANCES. Power
is distributed among different departments, and each
official works in co-operation with others. In the
making of laws, for instance, tho president joins with
the- senate and the house. lie may recommend, but ho is powerless to
legislate except as a majority of tho senate and the house concur with
Mm. Tho senate and the house aro also independent of each other,
each having a veto over tho other, and tho president has a veto over
both, except that tho senato and houso can, by a two-thirds vote, over
rides the president's veto.
THE INFLUENCE OF THE PRESIDENT OVER LEGISLATION IS,
THEREFORE, LIMITED. HE SHARES RESPONSIBILITY WITH A
LARGE NUMBER OF THE PEOPLE'S REPRESENTATIVES.
THE MOST IMPORTANT REQUISITE IN A PRESIDENT AS IN
OTHER OFFICIALS IS THAT HIS SYMPATHY SHALL BE WITH
THE WHOLE PEOPLE RATHER THAN WITH ANY FRACTION OF
THE POPULATION. HE IS CONSTANTLY CALLED UPON TO ACT
IN THE CAPACITY OF A JUDGE, DECIDING BETWEEN THE IM
PORTUNITIES OF THOSE WHO SEEK FAVORS AND THE RIGHTS
AND INTERESTS OF THE PUBLIC. UNLESS HIS SYMPATHIES
ARE RIGHT THE FEW ARE SURE TO HAVE AN ADVANTAGE
OVER THE MANY, FOR THE MASSES HAVE NO ONE TO PRESENT
THEIR CLAIMS. THEY ACT ONLY AT ELECTION AND MUST
TRUST TO THEIR REPRESENTATIVES TO PROTECT THEM FROM
ALL THEIR FOES.
The president MUST POSSESS THE MOEAL COURAGE
TO STAND AGAINST THE INFLUENCES THAT ARE
BROUGHT TO BEAR IN FAVOR OF SPECIAL INTERESTS.
In fact, tho quality of moral courage is as essential in a public official
as either right sympathies or a trained mind.
A president must have counselors, and, to make wise use of coun
selors, ho must be open to convictions. The president is committed bv
Ids platform to certain policies, and the platform is binding. Ho is
also committed to certain principles of government, and these he is in
duty bound to apply in all matters that come before him. But there
is a wide zono in which ho must act upon his own judgment, and here
he ought to have- tho aid of intelligent, conscientious and faithful
advisers. Tho law provides these, to a certain extent, in giving him a
cabinet.
THE VICE PRESIDENT OUGHT TO BE MADE A MEMBER OF
THE CABINET EX OFFICIO IN ORDER FIRST, THAT THE PRESI
DENT MAY HAVE THE BENEFIT OF HIS WISDOM AND KNOWL
EDGE OF AFFAIRS, AND, SECOND, THAT THE VICE PRESIDENT
MAY BE BETTER PREPARED TO TAKE UP THE WORK OF THE
PRESIDENT IN CASE OF A VACANCY IN THE PRESIDENTIAL OF
FICE. THERE OUGHT TO DE CORDIAL RELATIONS ALSO BE
TWEEN THE PRESIDENT AND THOSE WHO OCCUPY POSITIONS
OF INFLUENCE IN THE CO-ORDINATE BRANCHES OF THE GOV
ERNMENT, FOR OUR GOVERNMENT IS NOT A ONE MAN GOV
ERNMENT, BUT A GOVERNMENT IN WHICH THE CHOSEN REP
RESENTATIVES OF THE PEOPLE LABOR TOGETHER TO GIVE EX
PRESSION TO THE WILL OF THE VOTERS.
But tho presidency is tho highest position in tho world, and its
occupant is an important factor in all national matters. If he is a
devout believer in our theory of government, recognizes tho constitu
tional distribution of powers, trusts thoroughly in tho people and
fully sympathizes with thom in their aspirations and hopes, ho has an
opportunity to do a splendid work. Ho occupies a vantage ground
from which ho can exert a wholesome influenco in favor of each for
ward movement.
THE RESPONSIBILITIES OF THE OFFICE ARE SO GREAT THAT
THE OCCUPANT OUGHT TO BE RELIEVED OF EVERY PERSONAL
AMBITION, SAVE THE AMBITION TO PROVE WORTHY OF THE
CONFIDENCE OF HIS COUNTRYMEN. FOR THIS REASON HE
OUGHT TO ENTER THE POSITION WITHOUT THOUGHT OR PROS
PECT OF A SECOND TERM.

IN THE KITCHEN.
Sunshine Cake. For sunshine cake
sift the flour and sugar the same n
for angel cake, only lessening the Hour
to three-fourths of n cup. Add a plucli
of salt to the whites of seven egg
and beat until stiff and dry. Beat the
yolks of five eggs until lemon colore.!
and thick, add tho ugur and flour to
the yolks, stir in lightly the white ol
the eggs and half a teaspoonful of
cream of tartar, flavor with orange ex
tract and bake the same as angel cake
Frost with yellow Icing, flavored with
orange, and decorate with bits of can
dled orange peel and leaves cat from
angelica.
Lemon Ginger Beer. This beverage
should be made a couple of days bo
fore using. Pour two gallons cold wa
ter over a half dozen lemons sliced
thin, add a pound and a half sugar
and a scant ounce ginger root Lot
this come to a boll, then add a table
spoonful cream of tartar. Strain and
sot in a cool place. When nearly cold
add a yeast enke dissolved In a little
lukewarm water, stir thoroughly, then
set lu o cold place overnight In the
morning mix well and bottle, corking
air tight, and lay the bottles on their
sides in a cool ploce. A small bottle
of Jamaica ginger extract may bo used
In place of the whole ginger If pre
ferred. Lemonade. For every quart of lem
onade desired allow three lemons.
Scrub the lemons thoroughly, as their
rough skins hold many particles of
dust and grime. Clip off the thin outer
skins of part of the lemons and steep
for a few minutes In a little water.
Cut two thin slices from the center of
each of the remaining lemons and lay
ono side. Press the Juice from the
lemons, using a corrugated glass or a
lemou squeezer. Add enough sugar to
the juice to make as sweet as desired,
then pour on the proper amount of
boiling water, together with the
strained water from the chipped yel
low peel. Let stand until cold and If
not ready to use put In the icebox
until needed. Serve a couple of slices
of lemon in each glass and a little
chipped ice if you arc assured of its
purity.
A Plea For Less Snobbishness.
One wishes there were less snobbish
ness In tho American woman, less
shrinking from people on whom she
bestows the epithet "common," less
pride In figuring by name in the dally
papers. It cannot be denied, though it
Is atmospheric rather than tangible,
this condescension of tho well bred to
those who have not the requisite hall
mark of culture. When shall tho day

people for what they are, not caring
whether tboy live on tho north, the
west or the south side of a town,
whether their husbands are profession
al men or clerks behind a counter,
whether their social training has been
gained nmong people who wear the
blue ribbon of cxclusiveness or down
among tho ranks? asks a writer In the
Woman's Home Companion. Snobbish
ness in this 'country is an anachronism.
Women ought to bo ashamed of it all
the more that It Is a sign of American
weakness, largely feminine and seldom
practiced by men. Tho ancestry of so
