New Water Code Xeuleil.
This congress heartily endorses the
efforts of State Engineer Lewis In his
campaign to secure the enactment of
n more just and equitable system to
preserve water rights and establish
proper distribution of water in the
arid regions of this state. We recog
nize that the title in water should be
as secure as the title In land and that
perpetual franchises and filings upon
water powers are Inimical to the
development of the state. We de
mand further that the state acquire
possession of all franchises that have
Inpsed or have been left unimproved
and are held merely for speculative
purposes. Such titles inhering In the
fctate should be leased for power pur
poses and the rentals placed in the
common school fund.
l)celop Our Water Ways.
We give our most cordial support
to the policy inaugurated by the
Rivers and Harbors Congress of ex
Ijonding at least $50,000,000 an
nually by the National Government in
the Improvement of our national
waterways. We endorse the recom
mendation of the Board of Engineers
that $500,000 annually be expended
in deepening and dredging Coos Day
barbor and a sufficient appropriation
te made by Congress to complete the
jetties at the mouth of Coos Bay to
the end that this shall become what
'nature has Intended, one of the great
deep sea harbors of the Pacific
coast. We demand similar improve
ment of the harbors and navigable
channels on Tillamook Bay, Yaqulna
Bay, Siuslaw harbor and other ports
of entry that are developing manu
facturing and commerce. We believe
the standing army of Industry and
the batalllons of the dinner-pail bri
gade are entitled to as much con
sideration as the army and the navy
vhich we are taxed to support and
l.ave always given our loyal and en
thusiastic devotion.
Open the Interior Water Ways.
This congress wishes to go most
fjmphatically upon record as approv
ing the policy of liberal National ap
propriation for the opening of the
Columbia river to the head of naviga
tion on both branches in Idaho and
"Washington and maintaining a deep
water channel from Portland to the
cca. The three states of Oregon,
Washington and Idaho should assist
in this undertaking. Wo believo in
the earliest possible completion of
the locks and canals at the Falls
of the Columbia and the Falls of the
Willamette by the cooperation of
Ijoth state and national aid. These
water-falls should never bo permit
ted to be monopolized by private cor
poration in anyway to the detriment
of free navigation as wo all recognize
that water competition is tho only ef
fective forco to lower freight rates In
the interior of our state.
In estimate the Lund Giants.
Resolved that we favor investiga
tion by a competent commission into
tho history and acquisition of the
railroad and wagon road land grants
by which alleged military wagon
roads were constructed in an early
day and under which system nearly
one eighth of tho unreserved area of
this state is hold In idleness appa
rently awaiting only the unearned in
crement, to tho end that any frauds
committed in acquiring thoso lands,
or any failure to comply with tho
terms of tho grant may bo mado pub
lic and laid bare, ami that any equi
ties now residing in tho peoplo may
bo declared In a report tho findings
of which shall inure to tho peoplo
thru suitnblo legislation by congress
or tho slato or by tho peoplo in their
sovereign initiative capacity, In order,
if possible, that such largo holdings
of public grants may bo thrown open
to settlement by bona fide resldonls
upon such lands, and that tho ovlls
of alien landlordism may bo averted.
These lands aro needed for tho es
tablishment of homes and that the
vast natural resources which they In
clude may bo developed, and wo fur
thermore declare that tho owners of
theso largo holdings should bear
their just sharo In the bin dons of tho
counties in which they lio.
Cooperate With Capital.
This congress desires to luipiess on
"behalf of tho peoplo of western and
southern Oregon n sincere- deslro to
cooperate In every possible manner
with tho great financial geniuses nt
the head of our transcontinental rail
road systems. Wo realize that our
interests and theirs aro mutual, that
the hundreds of millions of capital in
vested in railroad proporty in this
state arc not only in the keeping of
such men as E. II. Harrlmnn and
James J. Hill as trustees for our
commonwealth, but that wo are, to
a great extent tho guardians of such
properties, and thnt -we cannot in
jure or assail such corporations by
hostile legislation or unjust taxation
without harming ourselves. On the
other hand, the great master minds
in control of tho policies and prop
erties so completely dominating our
state must realize that they are un
der a moral obligation to assist in
the dove'opment of the state by an
nual'y devoting a fair share of their
profits earned in 0 105011 to extending
their lines therein. They are public
serv'ce corporations abated by thn
stnto and they arc not warranted in
continuing a policy of neglect of air

State Aided Railroads.
The Western Oregon Development
Congress desires to raise the new
issue, that the time has come for the
people of Oregon to help themselves
and proceed by every instrumentality
in their possession to organize and
build a trunk lino across the state of
Oregon east and west, terminating at
Coos Bay. We believe the construc
tion of such a railroad would do moro
to break down the barriers of mo
nopoly and open up the vast unsettled
areas and encourage the building of
a large city at the seaboard and other
large cities in the interior of the
state adding hundreds of millions of
wealth and half a million to our pop
ulation Inside of ten years. We be
lieve the next legislature should take
steps to grant right-of-way for such
a railroad over all state lands and
pass a bill authorizing the state to
condemn right-of-way over existing
land grants held by other corpora
tions, and that the state should build,
own and operate either electric or
other lines in such sections thereof
as might be necessary, utilizing the
splendid water powers of the state
for that purpose, or guaranteeing
under proper restrictions the bonds
necessary to be issued to raise mon
ey for railroad construction where
railroad corporations fail to do their
duty to the people in building proper
and necessary extensions of existing
systems.
General Port Commission Law.
Resolved, that the navigable water
ways and harbors of the state of
Oiegon, aie an invaluable asset to
the commercial interest of the entire
nation and their speedy and proper
development is necessary that the
best Interests of all the peoplo may
bo subserved and fostered; that in
view of tho importance of such im
provement at this time, and tho
necessity for general legislation in
the state of Oregon whereby all prop
erty naturally tributary to such
waterways and harbors may bo made
to bear its just proportion of the
cost of improving the same, a law
should be enacted at the coming ses
sion of the legislature of that state
which shall provide for the organiza
tion of the territory within a rea
sonable distance of such navigable
river, bay, estuary, lake or harbor
into navigation districts and tho
election within each district of com
missioners with power to administer
tho port, maritime and riparian af
fairs of said district to improve said
waterway, to provide necessary con
veniences for shipping and to levy
a tax for the payment of the cost
and expenses thereof; thnt the Gov
ernor of Oregon bo requested to ap
point a commission which shall, be
fore tho meeting of the legislature of
tho stnto iu 1900, meet together at
such time and place as the governor
shall designate and draft a suitnblo
law to provide for all tho needs of
tho stnto in tho lespect mentioned,
for submission to said legislature for
ennctmont.

John G. Horn Will Construct
New High School There
For $39,500.
The Noith Bend school board has
awarded the contract for the con
struction of the new high school
building there to John G. Horn, of
North Bend, for $39,500. The high
est bid was that of Leinont & Berger,
of San Francisco, whose price was
jG0.000.00, but as these peoplo were
at a disadvantage, not having been
over the ground, their bid was not
considered.
The bids of the local peoplo were:
Chas. Johnson $ 12,100.00
C. Maxon $41,571.00
L. E. Metzler $40,7G3.00
A. II. Getty ?39VSG9.00
John G. Horn 39,500.00
This shows that there was only
a difference of $2600.00 from the
high to the low among the local men
and a difference of only $369.00 be
tween the lowest and the next one
In line.
Mr. Horn will bo ably assisted in
the erection of this building by D.
Madonna, a new acquisition to the
building fraternity on Coos Bay.
Mr. Madonna was brought from
San Francisco for the purpose of re
constructing the gas and electric
plant at Porter Mill, in which task
he Is now engaged.
In the school building Mr. Madon
na will put In all the concrete work,
and In addition to this ho will also
do the plastering when the building
is far enough advanced to receive it.
Tho other sub-contractois are
Duncan Hendry, w,ho will do the
painting and the North Bend Hard
ware & Supply Co., who will furnish
the brick, cement, lime, plaster,
hardware, sheet metal work, 'Iron
work, paints, oils and varnishes, as
well as install the plumbing and gas
systems.
There will be used in the building
about 500,000 Western Building Ma
terial Co's. high test Keystone brick,
1000 barrels of Standard Portland
cement, GOO barrels of Holmes lime
and 110 tons of Reno Hardwall plas
ter. Arrangements have already been
made to have this material on the
ground within a comparatively short
time as it is the intention of the suc
cessful contractors to rush the work
to an early completion.
