HOW ABOUT THIS
FOR SCHOOL ECONOMY?
Citizen Says School Board Did Not
Use Precise Judgment In
Awarding Bids.
Editor Times:
Behind the decision of the school
board on tho brand of cement to bo
used on the new school building,
there seems to be an Impression ex
tant that that august body did not
use precise judgment when they de
cided to use Golden Gate Cement.
It now transpires that Messrs.
Masters & McLain had given them a
prfco on Foreign Cement below that
of any other bidder on tho Imported
article, but, when It was learned that
a considerable saving could bo effect
ed If a California product were used,
the school board called for prices on
a cement made on the Pacific coast.
Masters & McLain then quoted a
price on Standard Portland Cement
which was much below that 'quoted
on Golden Gate, , but, through some
process of reckoning tho higher price
cement was ordered.
Masters & McLain feel that they
have been slighted in the matter to
an extent too great to be passed over
lightly.
They point to the fact that they
wore tho lowest bidders on Foreign.
Cement, which was to bo used at
first, and also tho lowest bidder on
the Pacific coast product which was
subsequently decided upon; yet, they
did not get tho order, which they
claim, under competitive bidding1,
they wero clearly entitled to.
When It comes to a question ot
merit tljo Standard Portland Cement
people point to tho fact that their
coment Is guaranteed to pass tho
specification of tho American Society
of Civil Engineers; that it is being
used by the United States govern
ment (ono of tho most careful 'pur
chasers), In tho Dry Dock Construc
tion Work at Mare Island Navy Yard.
In tho work covering tho fortifica
tions of the Bay of San Francisco, In
the government construction now go
ing on in the Hawaii Islands, and la
this latter place It Is said that if a
coment will stand up there it will
stand up In any climate In the
world.
Standard Portland Cement was
used in the concrete work In tho
O'Connell building, In tho Coos
building and many other places right
here in Marshflold and has certainly
proved Its merit In these Jobs.
In view of all theso facts, Masters
& McLain feel aggrieved and slight
ed. They gave the school board the
lowost price on Foreign Cement, they
did not use it!
They gavo tho schoql board tho
lowest price on a California cement
(Standard Portland); they did not
got tho order! &
It would appear that It is now up
to tho majority of tho school board
to explain to tho citizens and tax
payers of Marshfleld why they select
ed' cemont, no bettor in efficiency,
perhaps not as high, at a prlco higher
than Standard Portland.
