HIGHER PAY FOR WITNi:SSES.
Thoro are a fow if not many
persons in Oregon who will learn
with satisfaction of the new order
from tho United States attorney gen
eral to tho effect that witnesses In
tho federal courts will In future re
celvo $3 per day instead of the meas
ly little sum of $1.50, which has been
tho pay for all these years. This
new rate is nllowed the witness from
the time he leaves his home to go to
the place whore the court sits. An
act of congress Incorporated in the
appropriations bill last May, Is the
cause of the new order, and It oper
ates In Oregon, California, Utah.
Wyoming, Montana, Washington,
Nevada, Idaho, Colorado, New Mexi
co and Arizona. In all of the other
Btatos the old rate of $1.50 is in ef
fect. This inciease in the pay of
witnesses should have been made
years ago, as It Is well known that
decent board cannot be obtained for
?1.50 per day In a city where the
federal court sessions are held, and
the avorage witness does not care to
live on tho "cheap and dirty" plan
while being compelled to answer the
summons of the high Judicial officer.
BLACK HAND METHODS.
An Italian of prominence In tue nesi
circles of his countrymen In New York
states In the North American Review
that there Is no Black Hand society
in tho United States. It Is extremely
unlikely that ttilJ gentleman knows
what he is talking about. If any peo
ple on earth know how to act In sceiet
the Italians are such a people Secret-j
Is born In thorn, and a Black llann
Boclety would not uiike Itself known
to the class of Itall.m dwellers here
which this writer represents.
Whether there H an organized gang
hero or not, deeds are committed al
most every day in districts populated
with Italians which are black enough
to have been Instigated and ov.-mtc 1
by the most hardened desperadoes of
Naples and Sicily. The criminals puv
tcct each other and appear to be pro
tected by borne of their own nation
ality, who. If they do not use the dag
ger nnd the threat themselves, share
In the proceeds of plunder anil hi tck
njail. There are at least 1,0(X),000
honest Italians now In this country
and their true policy Is not to deny
the existence of bands of desperadoes
here made up of natives of Italy, but
to co-operaU with the authorities to
run down and deport every inin with
a criminal record and to keep all of
.that class beyond our borders.
