THE DREDGE.
No matter how pronounced may be
the success of able men they are not
necessarily foreseeing or even astute
beyond the limits of their specialty.
Why the men who are deeply inter
ested In Coos Bay do not more earn
estly push their own fortunes and
make their enterprises more prosper
ous, by organizing the bay as a busi
ness proposition cannot be under
stood. The position of the citizens
on the question of getting the dredge
from Portland, which was con
structed for this harbor is a case In
point. The dredge was available pro
vided the funds to operate it were
available, but by reason of the
failure of Congressman Hawley to
appreciate the fact that this Bay is
worthy his congressional considera
tion, the Bay did not get a little niat
tei of $25,000 which was due it from
the government. If the port of Coos
Taj were In existence, or if the con
solidated city of Coos Bay were in
corporated, such an emergency would
bo very easily met. The property of
the entire district could then be tax
ed to provide funds to operate the
dredge. True, the processes of taxa
tion could not be set in motion in
season to satisfy Col. Roessler that
the dredge could be sent here, but It
would be an easy matter for citizens
to pledge the amount necessary with
the understanding that they could be
ioimbursed by the port of the con
solidated city. Such methods have
very frequently been resorted to and
there is nothing in Oregon's law to
prevent port or city charters from
providing for just such cases.
This brings us to consider whether
the "large Interests" which dominate
Coos Bay are really anxious to create
a large market place here? Do they
want their properties to increase in
value and their shipping to find easy
and safe access to the Coos water
ways? Are they really of opinion
that consolidation and port organiza
tions which will make all property
Vear its just proportion of the ex
pense of improving the Bay, is a
political rather than a purely busi
i ess undertaking? Yet, when con
solidation was discussed last year,
they extended no favor to it, and
If they are now asked to take care
of their own Interests and do what
the consolidated city or port would
have done, they have no cause to
complain. Coos Bay should be under
one control and that should be one
public corporation.
What will be done? If the ship
ping, financial and real estate inter
ests of Coos Bay would advance mon
ey to dredge the bay, no doubt a suf
ficiently safe compact could be en
tered into whereby to Insure the is
suance of bonds by a port or con
solidated city, to repay such ad
vances. It would, of course, not bo
V-gal until the legislature had met,
had passed a general law by which
ports may bo organized, until the port
had been organized under such law
and tho bonds had been Issued to
take up and pay the debts Incurred,
to those special Interests. Even this
could not bo done except authority
so to do woro conferred by the law

understand that the Chnmber of
Commerce of Marshfleld and North
Bend have a joint commltteo which
has tho matter of the creation of a
port in charge and It may not bo
amiss to remind that joint commit
tee that now Is a good time to get
busy and prepare for the next ses
sion of the legislature. It Is none
too soon, and very likely tho attorney
appointed by that committee would
need to have tho support of his com
mittee In employing his time in pro
paring a general law for tho organ
ization of ports in Orogon and es
pecially with a view to tho conditions
at Coos Bay. It will savo tho peoplo
many $25,000 contributions if they
pay nn nttorney n few hundred dol

law.

Mrs. Robert McCann of North
Bend, spent Saturday with friends at
Eastslde.
Mrs. C. Imhoff of North Bend,
spent Saturday with Marshfleld
friends.
Mrs. Leonard Masters of Sumner,
was shopping and visiting friends on
Coos Bay Saturday.
Mrs. Lizzie Bontz of Bunker Hill,
was shopping and visiting friends In
Marshfleld and North Bend Satur
day. The Redondo Is loading with
shingles at the North Bend Shingle
Mill and will sail for San Francisco
soon.
The Launch Dispatch was out of
commission Saturday owing to an ac
cident nnd much inconvenience was
suffered by those desiring to go to
Eastslde.
The ladies of tho North Bend Pres
byterian church will meet Wednes
day" afternoon in the Christian En
deavor rooms.
Mr. and Mrs. S. B. Carson and
children came over from Coqullle
Saturday to spend a few days with
North Bend friends.
The steamer Flyer is in the dry
dock at Porter undergoing extensive
repairs and probably will not be put
on her run for several days.
Mrs. C. M. Byler and daughter,
Miss Dorothy, returned on the M. F.
Plant from San Francisco where they
have been visiting friends.
The Eastslde schools closed a suc
cessful term Friday, Mrs. Bevler, the
principal, and Miss Francis, her as
sistant, having done very satisfactory
work. Fifty pupils were enrolled.
MERCHANTS CARNIVAL.
Everything is in readiness for the
big Spectacular Carnival to be given
at Masonic Opera House this evening
and all who attend will be assured
of a first class production.
