CITY BUILDING.
IN A RECENT issue the Portland
Telegramhas an Interesting and
suggestive editorial on "City Mak
ing as a Science." It contains a les
son for the cities on Coos Bay In as
much as we might profit now by the
mistakes that Portland is now start
ing to correct. In no place In Ameri
ca if in the world has nature been
so lavish with her gifts as on Coos
Bay and it the people here would
only supplement these advantages
with care and common sense, the city
that,jvould arise pn the shores of this
Bay would be a model Tor the world.
The Telegram says:
"City making has developed to a
science; and If any city In these days
is well made It must be scientifically
made. It Is true cities are not cre
ated by flat; but on the contrary are
a sort of unplanned and unconscious
growth by extension from an original
center of business activity. The pro
cess of scientific making begins when
this extension is well along; when,
as we may say, the city character Is
formed; when it has become an adult
among communities; when the civic
desire finds high expression and the
civic judgment is ripe for the gratl
flcatlon of that desire.
"It is then that haphazard develop
ment Is abandoned; and the scienti
fic plan is brought forward. We then
hear for the first time about park
systems and boulevards and scenic
driveways and .playgrounds for the
children. It is then that wo begin
to talk about ornament as well as
utility, and that the plea for clean
liness and better sanitation becomes
stronger than before. It is then that
there awakens the public desire to
treat the city as a whole, as a private
Individual would care for and de
velop In beauty and convenience his
own private domain. It is then that
the public right and the public inter
est become predominant; and the in
dividual duty is led to the support
of these. It is then that we begin
to appreciate tho value of art In the
city government, to the grouping of
public buildings in civic centers, to
the cultivation of hotter taste in mu
nicipal architecture and to the ovolu
tion of new standards In street con
struction and Improvement that were
never before considered. It Is then,
in fact, that wo lay tho foundations
of tho city that shall be enduring.
"It is excellent and commendable
to be continually trying to sell some
thing; but it is more excellent and
more commondablo to inaugurate a
policy which will create something.
Publicity has done a marvolous and
a most profitable work for this city;
but we should not expect tho bettor
civic development from tho outside.
That must como from within. Our
energies thus far have been expondod
in tho collection of material for tho
building of ono of tho greatest of
American cities. Our energies from
this tlmo on should bo directed to Its
perfect completion. This cannot bo
left to chance and good fortune; it
must bo a matter of careful thought
nnd unified effort. There must bo
tho exercise of a liberal civic spirit;
having regard always for those scien
tific requirements essontlal to tho
building of tho best modern muni

There was a meeting in the Poets
Corner, last night, the first In several
weeks. Jack Flanagan used a fish
rod for a gavdl in calling the meet
ing to order and announced 'the
usual order of answering roll call
with a short "pome" and started the
trouble with the following:
Miss Marcella had a cat,
The cat she had a feller,
Their backyard concerts so annoyed
Ma made Marcella sell her.
Then came Geo Goodrum whose
thoughts run to the weight of girls
and he responded as follows:
"Miss Lena weighed an awful lot
Pudgy! you should have seen her
But her new gown, striped up and
down,
Seemed to make Lena leaner."
Arthur McKeown was next In line
and doubtless tho baby's shoes sug
gested the topic for his quatrain.
"Louise a pair of booties bought,
Though they were number threes,
They pinched, and so she changed
them for
A pair that gave Loo ease."
W. R. Haines may always be de
pended upon to have some words that
will rhyme with Havana. Here is
his:
"Miss Roxana wed a man
Whoso cognomen was Hanna,
Their babe was named for grandma,
so
Roxana now rocks Anna."
"That's enough nonsense," re
marked Will Kennedy, who is some
thing of a biblical scholar, "why
don't you have something sensible
like this":
"Hepzlbah is a mannish girl,
Kitty's more llko her ma,
With bonny Kate I'm deep in love,
But as for Hepzl Bah!"
Tho meeting was then broken up
by a strenuous discussion of the
question as to whether a Poet's Li
cense permitted him to write such
poetry during tho closed season.
