MUCH MORIS RIGID THAN
THOSE OF OREGON SOME OF
THE REQUIREMENTS.
Coos county ranchers and dairy
men who think the Oregon dairy in
spection law is somewhat rigid, will
be interested in knowing that In Il
linois they have a new regulation
which requires that all dairies file
certificates not only of cleanliness
but also tho grade and pedigree of
tho cow. An Illinois paper referring
to tho certification law says:
Certification of milk is about to be
carried out in such a way hero that
nothing, is hoped may bo wanting
to make tho certification complete.
In tho first placo tho ancestry and
immediate parentage of tho cow will
bo certified in a regular register kept
for tho purpose in tho city hall bu
reau of certification.
Then tho cow herself will be cer
tified tho coitiflcato declaring that
to tho best knowledge and belief of
tho certifier she Is nil that could be
desired in a cow, as regards her
morals habits of life and general
physical condition.
She will bo stabled in a certified
out-building and fed upon certified
hay and other certified foods. Tho
water which sho will bo permitted to
drink will not only bo boiled and
sterilized, but also certified. A cer
tified stable hand will take caro of
tho certified btablo, and a certified
milkman will milk her, with certi
fied hands oncased in certified gloves.
Tho cortlllod cow will bo milked by
tho coitlfied milkmaid into a certified
buckot, and tho latter, when full, will
bo transferred by a certified helper
to a certified dairy, whero it will bo
kopt at a regular certified tempcr-
aturo by an Ingenious arrangement
of cortlllod air currents passing over
cortlllod Ice.
Tho next step will bo to measure
it into certified cans, from which it
will bo bottlod in certified bottles,
packed in certified wagons, hurried
.to tjio certified milk train, shipped
ortlfled agents to Chicago, and
distributed among certified custom
ers, who will feed it to certified ba
bies at tho rate of 15 certified cents
per certified quart.
Thus is hygienic science making,
as it were, gigantic strides toward
the realization of that joyous period
in the world's history when from
babyhood to old ago the journey of
mortals through life will be ono con
tinuous round of Inspection, steriliza
tion, and certification when we shall
have to change the reading of the
familiar and favorite couplet to
"Whero are you going my certified
maid?"
"A-cortified-mllking, sir." she said.

Cubans Incapable of
Self Government.

Iff will be a bad day for Cuba and ESPECIALLY FOE
AFRICANS WHO IIAVE INVESTED in that country
when the authority of the United States is withdrawn.
I am just back from Havana, where I have some interests,
and while there made it my business to study existing political condi
tions. There is not an American down there who believes in the
ability of the Cubans to run a government of their own in any decent
fashion. This is also true of the intelligent and property owning class
of natives, but this is not the element that dominates.
IN CUBA THE PROFESSIONAL POLITICIANS RUN THINGS, AND
THESE PATRIOTS ARE EAGER FOR THE DAY THAT OUR FLAG
SHALL BE LOWERED SO THAT THEY CAN GET UP TO THE PIE
COUNTER AND FATTEN OFF THE PUBLIC REVENUES. AS LONG
AS OUR AUTHORITY IS PARAMOUNT THEY CAN GET NOT A
DOLLAR FROM THE GOVERNMENTAL EXCHEQUER, BUT THE MIN
UTE WE LEAVE THERE WILL BE OFFICES TO FILL AND FAT
SALARIES TO DRAW.
Cuba, I can tell you, is going to give us trouble. The natives are
simply not fit for self government, and I predict that wo will have to
GO BACK THERE L LESS THAN SIX MONTHS after the
Magoon rcgim,o comes to an end. I don't think it will bo or ought
to be a state of this Union, and about the only solution I see is that
wo shall eventually havo to make it a kind of dependency and occupy
it in about tho same fashion that England occupies Egypt.
