T THE THURSDAY evening meeting of the city council Councilman
Lockhart announced that he was not taking orders from The Times.
Thanks, Mr. Lockhart. The Times is pleased to have this public ex
oneration from any responsibility for your official acts. The Times was
not aware, however, that it had issued orders to any of the city officials.
In fact The Times is quite certain that it has not given any orders to
anyone. That is not The Times way. The mission of The Times is to
give the news and not to give orders. In performing its duty in pub
lishing the news It may comment on current events and In the interest
of the public good it may even make suggestions to fellow servants of
the peoplo but It never gives orders.
In its capacity as a disseminator of news The Times is pleased to give
the widest possible publicity to Councilman Lockhart's announcement
It might bo termed a new Declaration of Independence except for the I jj
fact that if no orders have been given it seems just a trifle foolish to say
one Is not taking orders. Councilman Lockhart does it bravely, how
ever. Like a modern Sancho Panza ho leaps into the arena to defy any
one to give him orders except the Mayor.
He wants the world to know ho 13 no rubber stamp unless Mayor
Straw has need of one. Good! Bravo Lockhart! One more thrust of
your valiant spear and there will not be an order loft unless it is law
and order, and if as you say "Wo are going to Hell fast," even that does
not matter.
And that reminds me that the proceedings indlcato that Councilman
Lockhart was laboring under stress of mental excitement Thursday even
ing. First he announced that Marshfield in a financial way was rushing
along at automobile pace to that place that is paved with good intentions.
Then he pioudly proclaimed ho was not taking orders from The
Times. He also stated he was not taking orders from Councilman Sac
chl who called his attention to the matter of signing the vouchers for
city hills. Like Donna Julia who swearing she would ue'er consent,
consented, Councilman Lockhart did sign the vouchers and as If desir
ous of helping us on toward that abysmal financial inferno ho signed
an extra voucher for a hill that the council had not authorized.
Honestly now, Mr. Lockhart, aren't you a trifle embarrassed at such
an exhibition of boyish bravado. Is not the real cause of your grievance
the fact that The Times would not take orders from you instead of
giving orders. The Times did not think it necessary to tell everyone
that It was not taking orders from Mr. Lockhart, but I told Mr. Lock
hart so privately and ho knows It. Possibly that is why he felt con
strained to announce that ho was not taking orders from The Times,
but as The Times was not giving any orders it does not fool badly about
it. When Mr. Lockhart requested Tho Times to suppress certain
news I told him It could not bo done, just as I told Mayor Straw and
just as everyone has boon (old who made similar requests.
Tho Times confesses that Councilman Lockhart's conception of his
ofllcial duties is a rather unusual one. It is not long since Mr. Lock
hart announced to tho council that he would be compelled to vote
against a certain proposition because he had a friend whose property
was involved. I
Was Mr. Lockhart elected a member of the city council to represent
tho peoplo of Marshfield or to represent his own Interests and those of
his friends?
D0C3 Mr. Lockhart think tho peoplo of Marshfield are entitled to any
consideration?
If not Tho Times thinks that Mr. Lockhart will find that he is very
much mistaken.
As Chairman of the Finance- Commlttoo and as a business man Mr.
"Lockhart should realize that he Is to some extent responsible to tho
peoplo for tho city's financial condition, Ho should know that Marsh
field cannot contlnuo to run Into dobt at the rato of several thousand
dollnrs per jenr without disastrous results. Tho people are entitled to
hotter treatment than this from tho men they havo honored with posi
tions of proniinenco and trust.
It would bo wlso for Mr. Lockhart to look for orders from someone
