SCHOOL FIRES.
To some extent Tho Insurance
Press is an alarmist, Indicating the
frequency of school fires by publish
ing tho record of fires in education
al institutions In the United States
and Canada In tho first three months
of this year.
It is only by presenting in bulk
tho particulars of tho fires that the
great need of increasing safe-guards
in school buildings can bo forced
upon the mind, Brief paragraphs
now and then and here and there of
fires that endanger the lives of pu
pils do not hold attention long
enough to enable one to realize the
criminal carelessness in tho main
tenance of school buildings, tho neg
lect to provide appliances to prevent
tho spreading of fire.
For tho period mentioned tho rec
ord is that of fires in public schools
in localities in eighteen states and
of other educational institutions In
localities in nineteen States and one
Territory, besides two localities in
Canada.
It lias been said that school fires
aro almost unpardonablo and that
they aro likewise almost typical in
American cities. The dnngorous con
ditions have been apparent for many
years, and time and time again the
public authorities havo boon urged
and urged to safeguard moro thor
oughly tho lives of children in the
public school. Warnings havo been
numerous, without tho disaster in
Colllnwood, but that disaster aroused
everyone on tho subject of safeguard
Ing tho lives of pupils, and imme
diately Investigations wore begun in
cities throughout the country. From
reports that havo been compiled, it
is evident that conditions aro suffi
ciently dangerous to warrant tho as
sertion that protective appliances are
needed in tho school buildings in
each city in tho United States.
Tho roport of tho superintendent
of school buildings in Now York City
startled tho public and aroused the
authorities to action. In Philadelphia
seventy-ono school buildings were
found defective. In Milwuukco six
teen of tho school buildings wore
condomned. In Los Angeles three
schools woro found unsafe. Tho ro
' ports woro merely Indicative of con
ditions In othor places. A noted
engineer of government works de
clared that "tho shocking catastrophe
at Colllnwood did not result from ex
ceptional conditions, but conditions
that aro to ho found In thousands of
instances throughout tho United
States."
Temporary precautions havo been
taken in special instances until per
manent improvements can bo ef
fected. It is tip to tho local author
ities to consider any reasonable
proposition for tho Installation of ap
pliances for this protection of school
buildings against destruction by fire
and to protect lives that have boon
heretoforo deliberately Imperiled.
