"Cad roads produce a waste and
burden market conditions. These af

land, and are, therefore, not a local
question. Road conditions In Illi
nois, for example, influence the price
of produce In Now York. Shall the
residents of tho city continue to suf
fer indefinitely because the farmer
cannot or will not build good roads
