Columbia River, December 2 and 3,
when she was in a disabled condi

Olson sajs ho decided to wait until
the following morning, when ho
would cross In without assistance.
For a w'hile, It Is alleged, tho Tat
oosh stood by trying to convince him
that he should take a tow. In time
Bailey left, but returned In the af
ternoon and then, It Is claimed, he
tried to frighten the passengers by
shouting the Alliance would drift
ashoro before morning. Ho insisted
on being given the privilege of tak
ing them on the Tatoosh to prevent
their being drowned. Olson says
that Bailey well knew It would have
beon lmposslblo to tiansfer tho pas
sengers In small boats on account of
the high running seas.
Tho following moining tho tug
skipper returned and lenewed his
dlckeiing tactics ot take In thp Alli
ance. At the snmo time he carried
a letter In his pocket from tho local
agent of the Alliance for delivery to
OlbOiu, instructing htm to take tho
steamer in tow. After two hours of
uboless talk, It Is recited In tho com
plaint that the letter was delivered
and the towage question settled.
