When conditions become lawless
and dangerous in civilized com
munities, it is customary to set
'f aside the civil government for a time
and substitute military laws and
regulations instead. All the world
justifies this action as a matter of
necessity. What the peculiar condi
tions demand will always be justified
and In a republic measures may
properly bo adopted and enforced
which will effectually prevent tho
encroachments of tyrrany or of cor
ruption, it is admitted on all sides
that Oregon lias been tho victim of
graft and corruption In most ag
gravated forms. The servants of
tho people whoso duty is to piotect
tho patrimony of tho community
were either grossly negligent or cur
rupt. They gave away tho State
lands for a pittance. They permit
ted corrupt corporations to steal
land and timbor until Oregon iias
been treated worse than tho absentee
landlords of England treated tho
domain of Ireland.
It was this condition which sug
gested Statement Number One. It
wns tho desire of tho people to de
cide for themselves who should re
present them In tho United State3
sonate and to Insist on being so re
presented which made them insist
on Instructing their legislature how
to vote. They will not tolerate any
buying and selling of legislature.

PORTLAND, March 27. Tho
Stanford Club today ordered tele
grams to bo sent to tho faculty, Stu
dent Affairs Committee and to the
student body urging the latter that
no radical action be taken and ask
ing the former for a moro thorough
Investigation and to show greater
leniency. This action was taken
when it was found that the board
trustees has no power in tho mat
ter. It was the original intention
to go over tho head of President Jor
dan and the Student Affairs Commit
tee. Before the discovery tnat the trus
tees had no power In tho matter, tho
club met and adopted resolutions ad
dressed to board trustees asking
that the whole trouble causing the
suspension of members of the stu
dent body bo reviewed "To tho end
that justice be done." It was declared
that the use of Intoxicating liquors
by students Is of minor importance
and that the problem to bo solved
is now purely whether any commit
tee concerned in the university af
fairs should be permitted to "Un
justly and arbitrarily" condemn
innocent men without a complete
hearing.

Out" by 250 as Protest.

STANFORD UNIVERSITY, March
27. There is still doubt as to the
outcome of the action of the student
body yesterday In regard to the
agreement for 250 students to walk
out as a protest. Those in charge
of tho agreement will not give tho
number of signatures, but it Is
known that nearly the required num
ber have signed. A meeting will be
held this afternoon to decide
whether to walk out without the full
250 signatures.

steamer Rose City, which anchored
in tho harbor heio last night, picked
up a wirolcss message from the Con
necticut, E nns' llagship at Magda
Jena Bay. It Is said to be tho longest
distance that a messago has ever
been picked up on an overland cir
cuit. Tho operators of tho two 03
sol3 carried on a long conversation
without dillleulty.

Improvements.
J. B. James of North Bend, tho
Coos Bay Wharfmaster, has just been
notified by the governnment that a
number of aids for navigation In Coos
Bay for which he recently petition
ed have been allowed and will
be installed soon. Mr. James
has given the mutter careful
study and while ho has not secure
everything that he feels would lie
beneficial, he Is pleased with what
has been authorized. Ho has just
received the following self-explanatory
letter concerning these Improve
ments: Referring to your petition relative
to placing and changing aids to navi
gatio n In' Coos Bay, Oregon, the
Board states that the matter was
carefully considered at its session on
March 2, 1908. The Board has since
directed Its local ollicers to take the
proper measures to make the follow
ing changes In the aids to navigation
to Coos Bay which, in its opinion, are
necessary tor the navigation of these
waters.
1. The establishment of a second-
class red nun buoy about 300 feet
westerly of Guano Hock, to be mark
ed 2 G. R.
2. The establishment of a red
post lantern light displayed from an
arm attached to a live-pile beacon
located on the western edge of the
shoal lying to tho westward of Utter
Rocks; height of light above high
water 15 ft.
3. That Utter Rock buoy No. 8
a red first class spar, be discontinued
when the above-named light is estab
lished. 4. That Channel Port Side Buoy
No. 3 to be changed from its present
position to one where It will mark
the shoals In tho turn of the channel.
5. That a temporary red post
lantern light be displayed from an
arm on a three-pile beacon located
just clear of the piles which form the
outer edge of Glasgow Wharf. The
Jlght to be 15 feet above high water,

G. That the front light of the
Marshfield Range be moved 20 feet
easterly of its present position, in
order to give a mid-channel course
on this range., and at the same time
pass clear of the longer wharves re
cently built In Marshlleld. That the
Coos Bay Inside Range Front Light
bo moved and changed to a fixed
white light, and the Coos Bay En-
J trance Range Light Rear to bo moved
to a point indicated, without change
In characteristic or height of the
light.
This will enable the same front
light to do service for both the En
trance and Inside ranges, and allow
the discontinuance of the present
Coos Bay Entranco Range Front
Light.
That the work of installing a moro
powerful light and fog signal at Capo
Arago bo expedited a s much as
practicable.
