HOW PETTY GRAFT IS WOKKED.
Two weeks ago a big 225-pcund
husky came leisurely Into the Grar
I'lc ofllce, laid down his card intro
ducing himself as a deputy for O. P.
Hoff, Commissioner of Labor for Ore
gon, handed the proprietor a blank
,to bo filled out saying It was all a
mere matter of form, took one glance
about the room without taking one
fitcp in llio direction of the machin
ery and I hen departed.
On Tur.lty of this week a demand
came ironi il.o office of Mr. Hoff for
tlie payment of a fee of $5 for the In
spection of this office, citing a section
of the law rassed by the last session
of the Legislature making such pay
ment inipciative. Wo also tako no
t'co thut the fellow who Is supposed
to do the Inspecting Is allowed $4 a
day nml openscs.
If the to was ever a graft perpet
rated in (hfi State of Oregon here is
one thai is being worked to a finish.
Tho big overgrown Specimen, the

this office made no pretense at all
toward an Inspection of tho plant.
Wo rather liked tho appearance of
tho follow. Ho was big and fat, had
a pleasant grin on his phiz and was
considerate in not taking up much
of our time. Ho was honest enough
to admit that his visit to the ofllce
was a mere matter of form, which
was an easy way of getting around
the usual term of "graft," and ho
let it go at that.
Tho law calls for a charge of $10
for tho Inspection of all manufactur
ing plants employing people in ex
cess of five, while those employing
not to exceed five people are charged
$5. For instance, tho big corpora
tion with $1,000,000 Investment and
employing 1000 hnnds pays into tho
State Treasury $10 a year for having
Up big plant Inspected, while tho man
who has ono lono little water motor
running In Ills pi hit shop for the pur
pose of running a cplinder press n
part of ono day in tho week to get
off his paper, and a little jobber at
Intervals as occasion demands, pays
just half as much to hnvo tho inspect
or (?) conio Into his shop, yawn and
stretch his llribs, drop his card on
the tablo and admit that ho is being
paid to enact a farce and work a
graft In tho nanio of the great State
of Oregon.
This graft was worked off on tho
small follows at tho last bCbsion of
tho Legislature, when wo wcro told
that tho election of a United States
Senator was disposed of at ono gulp
enrly In tho session, thus giving tho
members time to devoto to careiul
inspection of all bills introduced,.
What they would have given us If
tho election of a Sonator had beon
long drawn out Is simply beyond con
jecture. In this Instance wo aro Inclined to
be charitable and concedo It was a
cubo where thoy did not know any

Expectations aro rifo concerning tho
quantity of lambs this year, hut tho
matter of wool profit is viewed with

Tho full text of the platform and
resolutions introduced in tho Coos
County Republican Convention at
Coqulllo Tuesday, were given out
yesterday. The resolution concern
ing tho action of Senator Fulton and
Representative Hawley to regain the
government land now wrongfully
held by the railroads Mas unani
mously adopted.
Tho committee on platform made
tho following report:
"Wo heartily endorse tho Repub
lican national platform for the year
1904.
"It Is the sense of the convention
that all Republicans nominated at
the primaries to be held on the 17th
of April next, should be supported
by all Republican voters.
"We heartily endorse and com
mend our present delegation in Con
gress for their earnest and efllclent
work for the party and the State of
Oregon.
"Whereas, We, the Republicans of
Coos county In convention assembled,
believing that the welfare of the
country and that the best Interests
of our commonwealth depend "upon
the success and tho upholding of the
principals of tho Republican party
as advocated and sustained by such
eminent and patriotic men as Abra
ham Lincoln, James A. Garfield,
James G. Blaine, William McKInley
and Theodore Roosevelt.
"Whereas, The present prosperity
and progress of the United States at
home and abroad is duo to tho ad
ministration of tho principles ad
vocated and endorsed by the Repub
lican party; and
"Whereas, Wo believe that it is to
tho best Interest and welfare of tho
state that such principles should bo
upheld, and in order to sustain these
principles it is necessary and Incum
bent upon us to elect a Republican
to tho United States senate; there
fore be it
"Resolved, That wo regard tho so
called Statement No. 1 which is at
tempted to be mado a part of tho
primary law as a dangerous demo
cratic scheme to assist the Interests
of tho minority party, and therefore
condemn it as unrepubllcan, and
"Resolved, That all candidates for
the legislature seeking the Repub
lican nomination should either sub
scribe to no statement at all, or to
a statement that they will support
for United States senator that can
didate receiving the highest number
of Republican votes."
I. S. Smith of Marshfleld, offered
the following amendment to the
plank In regard to Statement No. 1:
"Wo hereby pledge our nominees
for state senator and representatives
if elected to vote as members of tho
Legislating for tho candidate for
United States senator who shall re
ceive a plurality vote at the general
Juno olection."
Tho amendment after a lengthy
debate was voted down by more than
two to one.
Tho Committee on Resolutions re
ported tho following in regard to tho
work of Senntor C. W. Fulton In his
oill on the Oregon land grant:
"Whereas, The State of Oregon
has hi on retarded In its development
by reason of tho owners of the largo
land grants refusing to sell said land
according to tho terms of tho grants
under which the samo aro held.
"Whereas, C. W. Fulton, senator
from Oregon, has Introduced in the
United States Senato, a resolution,
authorizing tho United States Attorney-General
to proceed against
said owners to forco them to comply
with tho terms of grants;
"Whoreas, Tho chiof owners of
said lands nro making a strong ef
fort to defeat said resolution, claim
ing that It will doprivo innocent pur
chasers of land purchased from the
origlnnl owners;
Whereas, Said claim is mado for
tho purposo or defeating said resolu
tion, thus defeating any action bv
tho government in relation thereto;
thoroforo bo it

Convention of Coos county, hold this

qulllo, Oregon, that It Is tho sonso
of this convention thnt tho resolution
