A LITTLE GIRLS ESCAPE.
As a rule parents are opposed to
their children playing truant at
school. In one late Instance a
father's heart was made glad by such
action. While tho father of Helen
Marks waa searching tho ruins of
the Colllnwood school for the body of
his daughter, she slipped up behind
him and stated that she had not at
tended school on that particular day,
but had visited her aunt instead.
It Is needless to state that she was
forgiven on tho spot.
A TKST CASE.
For many years tho Southern Ore
gon company has held a largo tract
of land at Coos Hay, constantly re
fusing to dispose of an acre of it.
Thero are practically ono hundred
thousand acres of it. Tho company
refuses to Improve any of it nor will
it allow anyone elso to improve it.
By the provisions of tho grant un
der and by which this eastern cor
poration managed to securo this vast
amount of acreage, it was stipulated
that it was to bo sold in tracts not
exceeding 100 acres to any ono per
son at the stated price of $2.50 per
acre. Yet all tho laws seemed in
adequate to keep tho monopolistic
crowd within bounds; and now the
United States circuit court has been
drafted to the aid of would-bo pur
chasers. Suits have been filed by
nbout 100 persons who desire to take
up tho land in quarter sections to
forco tho present owners to sell as
tho law directs. Tho suits should
termlnato in favor of tho plaintiffs.
This would bo common justice. Much
of this land If owned by thoso who
now sook to buy It at tho price placed
upon It by tho government would bo
come valuable farm land in a few
years, and add to tho wealth of not
only tho stnte, but thoso who labored
to cultlvato it.
For years tho Southern Oregon
Company, headed by 'Lijah Smith,
Tho Marshflold city council be
lieves It has found a means of rec
tifying an old error in tho system of
meeting the cost of sewer construc
tion and similar city work. It was
brought out last night in a discussion
of tho proposed South Marshfleld
sewer system, which, whllo not or
dered at last evening's session, prob-
;ably will be next Monday night.
I Heretofore, the cost of sewers has
1 been paid out of tho city's general
i fund, which Is raised by taxes on the
entire city. Now it is proposed to
I compel the owners of abutting prop
! erty to pay for tho sewers and like
improvements. However, as the citi
zens of South Marshfleld were taxed
to help defray the cost of tho sewage
system of North Marshfleld, they ob
jected strenuously against North
Marshfleld being relieved of helping
them build their sewer system. Tho
councllmen declare that the city can
not continue to pay for all improve
ments, but must follow tho lead of
other larger cities and divide the
municipality into districts and make
tho property owners directly bene
fitted pay for tho Improvements.
Pay for Intersections.
In order to appease tho South
Marshfleld property owners and en
deavor to do the right thing by them,
It was suggested by City Engineer
Sandberg that tho city pay for the
street corner intersections of the pro
posed sower, and then assess tho cost
of tho remainder of tho system
against tho benefitted property. The
intersections will amount to about
onc-flfth of tho sewage system, and
cost about $1,500. Tho proposed
sower will bo about a mile long, of
eight and ten-Inch pipe, and cost
about $7,500. Deducting the cost of
tho intersections, each lot along tho
proposed sewer will havo to pay be
tween $30 and 35 for its construc
tion. Otherwise, each lot would have
to pay about $51. It Is proposed to
distribute these payments over a per
iod of ten years by Issuing sewage
district bonds for that time, bearing
six per cent interest, one-tenth of tho
entire amount plus the interest being
payable annually.

Failed to Get Municipal Levy on
Rolls Assessor Tells of
Levies and Assessments.
As a result of falling to notify tho
county clerk at the proper time, the
city of Bandon will not be able to
have tho county treasurer collect Its
municipal taxes for 1908. The coun
cllmen of Bandon fixed tho assess
ment of that town nt five mills to
meet tho current municipal expenses,
but somehow or other neglected to
notify the county officials until after
the assessment rolls had been mado.
T. J. Thrift, of Coqullle, assessor
of Coos county, has his 1908 assess
ment work well under way, and Is
now in Marshfleld fixing the values of
property. Ho has served two terms,
so he is familiar with tho work and
property. Whllo thero has been a
marked increase in the assessed value
of Coos county during recent years,
Mr. Thrift has endeavored to make
it conform with tho general advance
in values In consequence of tho rapid
development of this section. Proba
bly tho greatest single Increase In tho
assessment has been In the case of
tho Southern Oregon company, which
owns about SI, 000 acres of land In
Coos county. When Mr. Thrift took
office, tho assessed value on which
tho company paid taxes in
county was $190,000, but he had ad
vanced it so that in 1907 the com
pany had to pay taxes on a valuation
of $958,000. Tho company, it is
stated, has not attempted to develop
its property, but Is merely holding it
until tho general development of the
country greatly enhances Us value.
Assessor Thrift does not Have any
thing to do with fixing the tax levy,
that being fixed by the school boards
of independent districts, tho council
men of tho various cities and towns
and the county commissioners. Mr.
Thrift's duty is simply to estimate
the values of tho real estate and sim
ilar property, and to list the personal
property of each citizen of the
county. He makes his returns to the
county commissioners, who pass on
them and stand ready to hear any
complaints against Mr. Thrift's esti
mates, and to change them if they
see fit.
Levies In Cities.
North Bond, owing to Its citizens
having voted a special school levy of
twelve mills, and the city councllmen
fixing a city levy of flvo mills, will
have about the largest levy in the
county. In addition to these local
levies, tho county and stnto general
levy is thirteen mills, making a total
lovy of thirty mills on North Bend
property.
Marshfleld property owners will
havo to pay a levy of twentythrco nnd
one-hair mills, of which seven mills
is for school purposes, threo and one
half mills for tho city and thirteen
mills for tho county and state.
Myrtlo Point residents must pay
tho samo rato as North Bend, thirty
mills ton mills for tho city, seven
mills for its schools and thirteen
mills for tho county and state.
Bandon property owners, had It
not been for tho failure to get tho
municipal lovy on tho rolls, would
havo had to pay tho highest levy in
tho county, owing to tho heavy school

havo been flvo mills, tho school lovy
Is fifteen mills nnd tho stato and
county lovy thirteen mills.

date for ronomlnntlon and re-election,
