laws proposed for Tin:
VOTERS AT JUNE ELECTION
The Initiative and Referendum
must be regarded as one of the most
salutary constitutional provisions
which the pcoplo of Oregon have
adopted. But salutary as It Is, there
U no question that It may bo misused
and abused. It Is quito the custom
for designing politicians who repre
sent grafting Institutions to put good
laws to Improper uses at times In or
der to bring them Into disrepute. If
the pcoplo will do their duty, the pea
nut, piratic and mischievous politi
cians who practice these tricks will
fall. One safo rule Is, If you don't
understand a law, study It fairly and
makes yourself understand It. Don't
be satisfied to vote It down because
you don't undei stand It. Ignor
ance negative and unchangeable Ig
norance leads to slavory quicker
thnn anything else. Another good
rule Is, show no favor to any propo
sition which affects somo limited dis
trict. For instance, thoso who want
salmon protected at tho headwateis
of tho Columbia river have no busi
ness to ask all tho people to help
them. They should havo given the
Fish Commission power to adjudge
that It was necessary to protect fish
eries anywhero In the stato when on
a proper showing it so appeared, and
then, and then only, should havo em
powered the Fish Commission to cn
forco tho proper protective measures.
It is folly to expect outsiders not to
know that thero Is not a "nigger In
tho wood pile."
Tho proposition to increase com
pensation of members of tho legisla
ture to $400 for a regular session
nnd ?10 a day for special sessions Is
wise. To mako a man go to tho leg
islature for $120 simply makes lilm
tho tool of corporations which pay
him Bccretly what ho ought to have.
Send a cheap man to mako your laws
nnd ho will sell you out cheaply.
The proposition to havo Insane asy
lums away fiom the capital Is not
impioper. In other stales It Is done.
Got all your atnto Institutions to
gether in a bunch and you get nobody
but rascnls to watch thoni. They
trndo winks. Distribute them, and
tho public uatcheid me widely separ
ated and can watch tho Institutions
with somo degree of Independence.
Tho supicme court should bo In
creased to Ihe metnbcis and tho ju
dicial b stein ieIsed. The amend
ment pioposing a revised judicial sys
tem is absolutely necessary, 13 very
ono should voto In favor of it, as It
would also gho this county a court
and ndd to Its dignity and security.
Tho tlino for holding elections
should bo changed to November, and
tho proposition to bo voted on to that
end should bo favored.
Tho slioilff should havo custody of
nil prisoners.
Tho exemption lnw exempting
dwelling houses, tools, Implements
nnd furniture from taxation Is n
proposition to establish a form of
land tax which is already In forco in
Now Zealand and Now South Wales.
Tho proposition to enable votors to
recall public officials is whnt Is callod
tho "recall." It is socialistic, but It
Is a safeguard against public servants
going wrong.
Stntoment No. 1 is proposed as n
constitutional onnctmont. Tho ques
tion hero Is merely, whothor party
Hups shall bo bo far abolished as to
mnko tho cholco of tho people senator
Without regard to whothor ho belongs
to ono party or another.
Tho proposition favoring propor
tional legislation Is also good, but at
prosont experimental. Oregon 1ms a
number of experiments on hand now.

Tho proposition to limit expendi
tures for campaign expenses Is along
the Mnos favored In other states at
present. It can do no harm, nnd will
produco a public sentiment which
may do good.
Tho act to protect salmon on tho
lower Columbia river Is not tho con
eon, of tho whole pooplo. Tho prop
er way to handle It la to havo tho
Flr'i Commission invested with au
thority to Investigate and declare
that It Is necessary to protect salmon
whorovcr thoy deom proper. It Is not
posslblo for tho voters to Invostlgato
tho merits ot local schemes, and they
should be regulatod by general laws.
Tho proposition to grant freo rail
road passes to certain officials is bad,
and should bo defeated.
Tho proposition to appropriate
$100,000 for armories Is objectiona
ble, on the ground that no monies
should bo appropriated where many
cities may bo Interested.
The proposition to increase the
University of Oregon appropriation
to $125,000 per annum Is Important.
Thero Is no question that the Board
of University Regents will need that
amount for present requirements.
The equal suffrage amendment is
ono which every voter has convictions
on. Each must decide that on its
merits.
Tho amendment proposed giving
cities exclusive control of liquor sell
ing and gambling is scarcely needed.
The Initiative and Referendum al
ready provides for that.
Tho amendment limiting tho time
of the District Attorney to file indict
ments is unnecessary. Tho grand
jury system Is still in force.
The act for tho creation of Hood
River county is another local scheme.
People outside the affected district
know nothing about it. Had the peo
ple who want It proposed a law be
ginning "Whenever tho people o" any
portion of any county now In exist
ence shall desire to creato a new
county, etc," then tho people of all
tho state might understand It. The
law should be general. All tho peo
ple 'can no moro indulge In special
legislation and be just than can a
legislature. All special legislation is
an abuse.

He was principal of tho grammar
school at Orient, Oregon, and prin
cipal of the Canyon City Public
Schools, during which time he had
charge of a full four years' High
School.
Mr. Goetz is a member of Delphi
Lodge Knights of Pythias, of Ban
don, and he Is ever working to ad
vance Coos County.
A Coos Bay Republican, In discuss
ing the qualifications of Mr. Goetz,
says, "Being a nativo of Coos County,
having made his own way in the
world, ever striving to Improve the
public schools and having always
been a consistent Republican, he
should receive the hearty support of
every member of tho party."
A Statement.
Mr. Goetz has Issued tho following
signed statemenet of his principles
and policy in the conduct of his of
fice for tho guidance of voters, that
they may know what to expect in
tho event of his nomination and elec
tion; If nominated and elected School
Superintendent, I will move to the
county seat and be In my office every
day except Sunday or when visiting
teachera' meetings.
I will work to secure in every town
in tho county a four years' standard
High School with a good department
in manual training.
Believing that the best results can
be secured by association with others
I will hold local institutes in every
town In the county and I will en
deavor to organize and maintain lo
cal teachers' study clubs.
To encourage and better tho work
o? the district schools and to arouse
a greater interest among patrons,
teachers, and pupils In their school
work and homo life, I will follow
the example of other superintendents
and hold an annual school fair for
the schools of Coos County. Sin
cerely believing in the future great
ness of Coos Bay and the county in
general, It will be my earnest effort
to make the schools of the county,
what tho schools of a great county
should be.
I stand for honesty, efficiency and
progress in school supervision. Hon
esty in the sense of fair dealing to all
and the faithful performance of the
duties of my office, and efficiency and
progress in school work and school
supervision.

convention and primaries, I respect
