MuMitlA - Oregon
port or COLUMBIA.
One of the most interesting of the
several propositions which tho people
of Oregon will bo called upon to vote
on at the coining election is that one
which tho people of Portlund are
anxious should result in tho legal
creation of the I'ort of Columbia,
comprising several counties along
the Columbia river. It will be re
jjiembered that the bupreme court de
cided hist year that the legislative
act which attempted to crcato such
a port was unconstitutional as being
, special legislation. Alter that de
cision Coos Hay people who have
similar problems on their hands, be
came interested in watching Port
laud to seo what courbo she might
tnke to make this pet plan of a great
port practical. Most of tho observ
ers believed that a general law would
bo formulated and submitted where
by all maritime cities in tho state
such as Astoria, Tillamook, Coos
Bay and some of the smaller places,
might be organized into ports liko
tho Port of Portland, by local Initia
tive. But such confiding patriots
counted without their host. Port
land and not Coos Hay people were
thinking, not of Coos Day, but of
Portland.
"It was ever thus." Portland was
obliged, in older to involve the other
counties, outside ot Multnomah and
nearer the mouth ol the Columbia, to
liavu Its district, comprising all these
council, created by force. Tho
counUes outside of .Multnomah were
unwilling to come in and il the dls
drict could not be created except by
the vote of thoso counties, it could
not bo created at all. So Portland,
in order to torco tno plan proposes
to nsk tho people ol the whole btato
to create by general enactmont this
Bpoolal district and call it tho Port
of Columbia, whereby tho Columbia
river traillc will bo regulated for
Portland's benefit. Lot Is bo under
stood that Portland is to bo admired
for taking caro of itself. Hut Coos
Buy people must feel n little cha
grined at tho carelessness which has
lot nn opportunity slip to have a
eoncral law relative to tho organiza
tion of Ports liko tho Port of Port
laud placed on tho statute books. In
order to do it now over 7000 names
would have to bo obtained and that
within .the noxt two weoks. Let Is
-also be remembered that tho noxt
legislature, which Portland was too
amucli concorned to wait for, may
.-enact a genoral Port law, but It Is
ucnriniu that Portland will not caro a
.copper kopok whether it does or not
that Is, unless tho rathor ground
"iecs suspicion that Portland Is n dog
-in tho manger nnd will opposo overy
wish of any other aspiring port, Is
"truo, Tho Times does not bollovo it,
"bill 'it hns very littlo patience with
tho motto of thoso who are always
trying out "Wnlt."

the result there has started in the vidual numbers were all charmingly
hearts of the people a deep moving performed, and the program was so
tidal-wave of religion, which cannot i diversified with regard to contrasts

single presentation: There will be a full quota of New Specialties and singing and tho Chorus will be seen in en
tirely new wardrobe. The demand will undoubtedly be big and those desiring choice seats should place their
