KORTH REND AND MARSHFIELD.
There aro unacountablo obstacles
to what should bo very simple acts
of, wisdom on the part of the people
of Coos Bay. One of these acts is
the one which will givo the two cities
a, water level road from Marsnflcld
to North Bond. It Is said that North
Bend business men are somewhat
ont of patience because the commit
tee of the Marshfleld Chamber of
Commerce appointed to confer with
the North Bend committee, has been
unable to accomplish anything.
tforih Bend Is willing to build from
the city down across Plat B, and
olanlifleld has already built its
Front Street extension to the city
limits as they were defined prior to
the recent city election. The obstacle
fs the tract between Plat B and the
Slurshfleld limit, which is the prop
erty of certain prominent Marshfleld
cltixens. The mission of the confer
ence committee of the two Cham
bers was to invoke the aid of the
county court to provide a county
road, across the intervening tract.
But tho protracted season of judi
cial and financial fasting in the form
of holidays has put the county court
out of business, to a certain extent,
bo tliat the conference committee
Las been In no position to invoke
its aid.
The recent election, however, was
intended in part, to dispose of the
obstacle mentioned by annexing the
intervening tract which separates
the two cities, to Marshfleld. The
people of Marshfleld undertook to
vote a large district Into the city llra
faror of the proposition 'was over
whelming. But the district affected
outside of the city was not consulted
and was not given a chance to vote.

tion which tho lawyers are about to
discnus iii the courts as soon as the
courts aro open. The general law
on the subject! of annexation provides
. forgiving theldistrict proposed to be
annexed- a voice on the question. It
is understood that the city's legal
advisors hold the statute to bo un
constitutional on account of the sub
. Ject of annexation not being men
tioned in tho title, but tho opposi
site side refers to a Washington de
cision on n similar title and law
which holds that the title is not de
fective. For tills reason tho city
resorted to tho initiative and refer
endum to annex tho district and did
not submit tho matter to tho vote of
residents of tho district.
Jl la much to bo hoped that these
questions will bo disposed of with
out delay as tho water front road is
or vital Importance to tho progress
ot both North Bend and Marshfleld.
Whether tho lawyers think it neces
sary to make long and exhaustive
arguments on tho legal phases of tho
question cannot bo ascertained at
present, but under our system of
government nnd in vlow of tho pur
pose of. tho Initiative nnd Referendum
which was intended to glvo all who
are to bo nffected by any given
legislation a vote on tho subject
under consldorntio'h, would seem
to tho ordlnnry non-legal mind that
annexation In tho last election did
not annex. Would it not bo best, af
ter all, to apponl to tho county court
just aw soon as tho holidays nro ovor
SI" such a happy condition should
ovr chanco to occur? It Is a pity
that this road can't bo completed
when almost everybody Is In favor
o it.

thing that was not worth while.
It is said of tho Americans that
they owe a great deaj to tho trusts.
No. They do not owe it. They have
paid.
It may be true, as a Chicago pro
fessor alleges, that sea gulls talk, but
its dollars to feathers they don't talk
as foolishly as the Chicago professors.

that is being built on Coos Bay, the
Albany Democrat says, "But what's
in a name?" There's going to be
progress and prosperity In the Coos
Bay name.
TRADE AT HOME.
The Times wishes to call particu
lar attention to its advertisements,
and also say to its readers on Coos
Bay and In Coos county that the busi
ness men never had better stocks
than at the present time, and as is
always the case, the prices are as
low as you can buy tho same goods
for any place in the west.
Now that the holidays are here
The Times would like to urge its
readers to give their trade to tho
home merchants. Do not send away
for holiday goods. Buy them here.
Keep the money at home. This Is the
only way we can build up the stores,
and the logical way to help the town
and ourselves. If the merchants of
the town had all the trade that is
sent to Sklnem's cash store in Port
land, to Grabbem's cash store in San
Francisco and the Beatem's plunder
warehouse in Chicago, you would
soon see that you are not only saving
trouble and money, but the home
stores would carry even better stocks
than they do at present.
