Communications to COOS BAY DAILY TIMES HanLficld - - - Oregon THAT GAG ItULE "CAW CUSS." There are now three citizens' tlck ots In tho field of municipal polIti:s in Marshfield. Without attempting to discuss the personel of any oi" thorn It may not be aniks to ussert that two, at least, were the evolution of tho curious device, the action of which was successfully engineered by certain excellent MarshlleUl gen tlemen. Messrs. Murphy, Mnhone, Dovers and McLain covered them selves all over with glory, by patri otically and steadfastly asserting and maintaining what they believed were the time honored customs of i score of vanished years In Marshfield. Others were present in tho body, but by virtue of Marshfield's ingenious and remarkable charter and the as tonishing form of caucus which that charter prescribes, they were happily and promptly suppressed in accord ance with "the practice of the last twenty years." The same majority, under the guidance of the estima ble gentlemen mentioned, nominated their own candidates and those of the opposition, and the people had no recourse except to go around the corner and use reprehensible lan guage. To say that the people were angry but lightly expresses it. They felt outraged. They had seen the city of Marshfield grow in importance and they were anxious to please their own civic pride by increasing the dignity of thejip city government and bringing its morals and manners to a practical and respectablo standard of decency. They wanted to be able to point to that government and its occasional assemblages without be Sng ashamed of Its expressions or its 3aws. They did not propose to make radical declarations in favor ot ex treme purity, but they felt that dis reputablo and disorderly houses ahould bo removed from the promin ent streets to where they would not be a constant shame to .refined ladies and a blight to tho morals of the youth of the city. They had heard of the brutality and indiscretion of certain police officials and they wished to insist upon the correction of thr.t barbarous abuse. Tho peo ple of Marshfield wore of opinion that they should bo permitted to make so in o suggestionss to tha't caucus. They wanted to suggost that it was abBiud that a city government should make ordinances and never publish thorn. That it was ridiculous to fllo those ordinances away so that when x man wanted to know the law of tho city he would havo to put a clairvoy ant on the trail of tin lost document. U'hay wished to call attention to the fact that no financial stntemont of tha receipts and expenditures of tho oily was over mndo out and that It was behoved that tho city bookkeep ivg va n mystery past finding out. They desired to suggost that tho meetings of tho city council worj ppiumodIcnl and called without notice to the public. At such meotlngs peo ple with Important mattors to con aldor or who woro interested In tho subject mnttor to be discussed, usual ly found that tho mattor was dls jiosod of without tholr knowledge Thoy wanted to suggest also that tho cast sldo of front street should bo within tho firo limits and that bulld 3ngs sultablo for warehouses might bo constructed there of other material than brick and cemont if not abovo three stories high. Thoro woro many other things which Marshfield citi zens woro anxious to know about, but tho gontlomon who ran tho caucus thought that for twonty years tho caucuses hud beon run without list ening to or considering tho pcoplo oi Marshfield, and that thoy and thoirs would not now chnngo tho pro gram. So tho majority woro shut off and shut up and a ticket was forced down tholr throats thon and thoro vd Hha "caucH9",iadJpurjftQd,ll9.,,c- JfT'Ill THE DAILY COOS cordanco with the custom and prac tice of twenty years. But the people were still mad. They had a right to be. They con- ' eluded to put another ticket in tho field notwithstanding the custom ' and practice of twenty years standing to tho contrary. Ira C. Smith was nominated for mayor. Ho doesn t approve gag rule. Ho doesn't favor disorderly houses on the great high way In sight of all decent people. He believes this city has arrived at a stage where it should publish its . laws, nccount for its finances, wear an air of decency and talk decent English. He also believes that tho saloons should pay a license of six hundred dollars per annum although some people think It should bo a thousand. Ho believes it Is tlmo to place the city on a business basis and to revise Its charter so that tho gag rule "caucus" will go glimmering together with its "custom and prac tice of twenty years." o .., .BANDON NOTES. .-,..,.
