Oregon SALOOX LICENSES. ' Whatever opinon may be held as to the moral principle involved In the manufacture and sale of liquor, or as fto the propriety of permitting It to fee sold because the appetite has been tefined or deformed by habit, the ffact Is plain and impressive that fcaloon men will sooner or later find their occupation gone, If they do not tacasuro up to a high standard of public liberality In tho community tn which they do business. Coming In contact as they constantly do with many people, they are not wise if they cannot understand the signs of tho times. Indeed, they should some times volunteer certain measures of liberality without being forcibly re talnded of their own proper policy by outside and possibly hostile forces. TThe man who has seen much of the :world knows whether the liquor deal ers have what is called public spirit, and he will readily confer astonish ment if the saloon interests of a town is deficient in such spirit. Marshfield has been growing. It Is no longer a little back woods vil lage with only tho characteristics of a logging camp. It has many metro politan features. Property owners aro being compelled to bear larger burdens. Public improvements are toeing made and others planned and ttfic public needs more money for its Jnurposes. The license paid by saloon men in Marshfield is small for a city ot its size and when all property own ers are being compelled to bear heav Ser burdens, the saloons should be S-cauy to pay a larger license. In most states and in many Oregon cities the licenso is one thousand "dollars. As it is only four hundred & this city, It could not be con sidered a hardship If it should bo increased. The Idea is one which Vas proposed to tho Times by one Of tho most prominent and respect able, men in that lino of business in this city and it is very probable that. most of tho saloons will be ready to Blvo their assent. Why not? If tho saloons cannot bo public spirited, "what likelihood Is thero that their Indifference will not discredit them arhen their day of trial arrives. Poor Plnco For Convention. The governor has appointed Hugh McLain and W. P. Murphy delegates to tho rivers and harbors convention In Oklahoma. Ye Gods! Think of that. A rivers and harbors con vention in a country whoso only con cern Is how to bridge her little streams when they havo water In them. What do people in that coun try know about rivers and harbors? Might as well hold a Panama canal convention on the Sierra desert. Why in tho name of common sense are not things done in a common sense way? Common sense jyould suggest that rivers and harbors con ventions bo held in close proximity to that locality where rivers and harbors are situated, and among peo-, nle who have some Idea of what a river or harbor is. Most of tho Okla homa streams aro nothing but beds of dry sand tho greater part of the year, and her people know absolute ly nothing of tho subject of rivers and harbors, and why a convention looking to tho betterment of the.mer chnnt marine should be held in Okla homa is a mystery. For ingenius absurdity which would do justico to an island of Saneho Panza, Section 15 of tho act incorporating the city of Marshfleld is a peach. It provides that nomina tions for tho several offices (of the city) shall bo made at a caucus and the names chosen by a majority of tho voters of tho caucus shall bo printed on tho ballot and no others. Ia other words tho majority present svill nominate tho candidate of all tho factions. They will decido tho platforms of all tho parties. They Will declaro tho same policy for all tho different olomouts. Nobody but that particular majority can say a word. Thero is no minority. Tho niajority speaks for it. It would bo interesting to know wlint tho pur poso may bo of going through tho form of nn election. Tho samo gen tlemen who speak for tho majority also speak for tho minority. Who over got in that particular section of tho ualquuo Marshflold City Charter must havo been pretty suro of his J?ower at tho time and cortainly is ontitled to credit for tho plan 'by "which ho evidently oxpected to por- oiuato It. But tho absurdity of tho situation is ovldent. Never was a lty, bis or little, provided with moro coniplcto machinory for putting itsolf under tho absoluto dominion of a iboss. If only somebody would tell 33oss Murphy, of Now York City, and Sic could got it into tho charter!
