Central and Southern Oregon need
'two things to Insure their proper de
velopment namely a railroad and a
deep sea harbor. So far as the har
bor is concerned, that will come
through the deepening of Coos Bay
bar. The people of Coos Bay are
alive to that need, and their earnest
ness in behalf of municipal consoli
dation for harbor purposes Is very
apparent. But what about the rail
road? A few days ago the Times sug
gested that the people of Oregon had
reserved to themselves the power to
make laws and that by invoking the
Initiative and Referendum for the
purposo it would be possible to have
the state build the railroad which
Oregon so much needs and which Mr.
Harriman does not build. It was not
proposed to build It to be operated
by the state, but simply to grade It,
ballast It, provide it with ties and lay
the rails. It is believed the right of
way would be, for the most part, do
nated. When completed the state
would own it and lease It for a rental
sufficient to repair and keep It up.
It might provide for its use by all
companies on equal terms. The sug
gestion is that such a road be con
structed to a central point, say, for
example, Bend, In Crook County from
Coos Bay and from Portland. It
should then be constructed east,
through Burns to Vale or some other
favorable point where railroads from
the East might reach and connect
with it. In the future feeders from
all parts of Oregon might build to a
connection with the Inltiatlvo State
road.
That this would be one effective
way of getting a railroad into Ore
gon's neglected and forgotten dis
tricts seems to admit of no question.
Tho only other way is to wait for
Harriman or his successors to build.
If Oregon with tho crown Just above
its head Insists on spending all of its
time with the muck rake, there is no
doubt she deserves her fate. But it
is believed the time Is ripe and Ore
gon Is ready to take the crown.
What objection can there be to tho
programme proposed? Is It because
state ownership is Involved? It is
not suggested that tho state operato
tho road. It only owns tho track,
roadbed and right of way. Tho
Northwestern, tho Burlington, the
Moffat road, the Rock Island, tho
Clark road, tho Goulds, Hills or any
other company can operato on it,
through Central and Southern Ore
gon as well as to Portland. Such a
road Bho'uld satisfy nil parts of tho
state. If the proper law could bo
framed so as to provide for tho sur
vey nnd location of tho roads between
tho points mentioned and for tho se
lection of commissioners who would
bo charged with tho duty of placing
state rnllroad bonds and raising
money to construct, it should not
tako long to have such a railroad ac
tually and well under way. Indeed,
tho mntter could be settled from a
legal point of view at tho next gen
oral stato election In June, 190S.

FIREMEN OVERCOME
IN CHICAGO FIRE
Flames Cause 300,000 Damage in
Shoo Company's Store in
Chicago.
Chicago, Nov. 8. Fivo firemen
were overcome by smoke and a loss
of $500,000 was caused In a fire In
tho five-story building at State and
Qulncy streets, occupied by the Hol
den Shoe Company early today.
The fire broke out in the top
floor In tho repair department, and
before the firemen arrived had
spread to the next floor below. The
burning leather filled the building
with a dense smoke, and the fire
men, unable to enter the structure,
were compelled to fight the flames
from the roofs of adjoining build
ings. The five firemen were on a
fire-escape at tho time they were
overcome.
D. M. Mcintosh, manager of tho
concern, said that the company car
ried a stock of more than $300,000,
and that tho entire stock was
ruined., It is estimated that the
building was damaged to tho extent
of $50,000. Traffic on State street
was tied up for moro than two
hours. The cause of tho fire Is not
known.

about a month ago, and thnt McCul

discovered by officers of tho revenue
cutter McCulloch, for which it was
named.
