According to Mrs. Stevenson and her sympa thizers Mr. Roosevelt is all wrong in his encourugenient of large fam ilies. The matter came up at a meeting ot the Illinois Federation of Wo men's clubs, when Mrs. Stevenson enunciated her doctrine that "qual ity is what the nation needs In chil dren, not quantity."
