The now rato announced on the Harrlman nnd Hill lines to take effect Novombor 1, Is responsible for tho lumbortnon making this cam paign. Circular letters are being circu lated by tho, Pacific Coast Lumber Manufacturers' Association to all senators nnd representatives urging the adoption of Btich an amendment as proposed. One of tho points made by tho association Is that the lumbermen of Washington are an nually burning 53,000 carloads of lumber in tho woods . and refuse burners, entailing an annual finan cial loss of $20,000,000, because tho freight rates aro so high that the lumbermen cannot afford to shin this material to tho treeless states. This fact Is advanced as n commentary on tho existing trans portation question and in view of tho Increasing scarcity of building material throughout the country. As In the case of the Oregon mills, the announcement of the advance In rates hns already caused a whole sale cancellation of orders In Wash ington. There are no orders com ing In for new material, and nlready scores of saw and shingle mills have closed down, and In two months noarly 100 mills from California to British Columbia will be idle, throwing out of employment about 192,000 men and jeopardizing an annual payroll of $135,000,000. If the new rates take effect, con tond the Washington lumbermen. It will mean a loss of 80,000 car loads annually, to produce which re quires 32,000 men. Reports from 412 firms stnte tho financial loss to them will be 8,550,449. Owing to the car shortage Inst year, 25C firms had to cancel 3437 carloads of lum ber and 1432 carloads of shingles, Involving a loss, approximately $2, 300,000. In tho state of Washington alone, says tho association, the lumber in dustry is of paramount importance. The state has standing timber amounting to 195,000,000,000 feet, sufficient to supply tho entire United BtateB for many years to cpme. Over $100,000,000 is invested in the lumber industry, and about 101,000 men are employed, to whom are paid wages, annually, the sum of $70,000,000, and the value of the production is $82,000,000. So far as known, the members of congress from ,the western states are united on tho subject" and will use their Best endeavors to come to tho rescue of tho lumber Industry. See A. H. Ack erman has recently received many Inquires from teachers who have al ready begun taking the examination for state papers, asking whether or not they will be affected by the change in the law at the last session of the legislature. In response he issued the following statement. Any teacher who, on or before August 17, 1907, completed tho ex amination for a state certificate shall bo governed by the rule that has been in forco during tho past elglit years. That Is to say, any applicant who now holds a state certificate or who has completed the examination for same, in order to secure a stnte diploma must take examinations in the following subjects: English lit erature, botany, piano geometry, and genoral history. These may be taken In two successive examinations daring the validity of the state cer tificate. Any applicant who completes th,o examination for a state certificate In February, 1908, or after that date, must take tho examinations on tho 19 subjects specified in subdivision 6, section 6, school laws of Oregon, one of which is English literature.
