Just when It will arrive is a question, hut In the consummation or its plans it will be In the city with in five years. There are good reasons to anticipate that even that time may bo cut down to three. Nat very long ago a certnln very prominent ur-president of a great railroad anado tho remarkable statement that within ton or fifteen years the trans continental Una which did not touch on three prlnalpal coast harbors, would not be iu. It as a competitor for coast or evn business west of the Mississippi. Tke four harbors named by him were Seattle, Coos Bay, San Trancisco and San Diego, all of. which, ho insisted would attain a world wide importance. It is. not necessary to discuss the reasons for placing Coos Bay in the same list with Seattle and San Fran cisco. Tho people who live in what .Secretary Lyons of the Chambor of Commerce calls "The Red Zone," understand this companionship which tho ex-president asserted. Now the question Is, how to get all the peo ple In "Tho Red Zone" to understand one another. Prospectively, after a abort time, their commercial objects will bo Identical. Going fust from Coos Bay 'and taking in Roseburg and tho country north and south for one hundred miles, Burns In Harney county, and Vale, Oregon, and ono lundred miles north and south, Boise and Twin Falls, Idaho, and the coun try north and south one hundred Miles, Lander and L?amle, Wyo ming, with ono hundred miles north .and south, Chadron, Nebraska, and -otic hundred miles north, Including the Black Hills, and ono hundred miles south, and the "Red Zono" Is pretty well described. Coos Bay is interested. All tho country de scribed Is Interested In Coos Bay. It is suggested that this is a matter for tho Chambor of Commorco and Secretary Lyoua is wlso in his day and gonoration when ho proposes to open correspondence with all civic iiodies in tho zono on that subject. It goes without saying that a news paper is ono of the first essentials of publicity and it Is only through pub licity that the people can get ac quainted with one another or that enthusiasm in a good cause can be inspired and strengthened. But a newspaper can not aid or be useful in star chamber sessions of bodies which should be public. It can not support a system which calls sudden meetings of city councils or public committees, without notifying tho paper or giving it a chance to know what is going on. Not because any thing does "go on" in these acci dentally secret bodies, but that a great vice exists in the system of secrecy. Whether accidental or de signed, tho newspaper's duty Is to Ignore or denounce the actions of such a body for two essential rea sons: Flr3t, because tho members of such bodies must be educated or Instructed, in the art of cooperation; and second, because there Is only one way id do a thing and that Is tho right way. Th0 city council is continually making this mistake. It does not al ways take the people into its confi dence. Its meetings should be al ways reported so that tho people of tho city may know what is being done. Its special meetings as well as its regular meetings should bo given place In these columns and would bo If the fact of tho calling of such meeting were telephoned into tho office of the paper. These di verse tiredging committees should also bo sufficiently Interested in making their actions known so that It may be possible for tho paper to help them In their work of publicity and tho enthusiasm which comes to so good a cause when its work is made public. The vice which seems to be affecting the activities of tho city builders, is their inability to co operate with the Instrumentalities which are ready and zealous to co operate with them. SIIAXTVITKS V. FIRE ORDINANCE The Chamber of Commerce meet ing Friday evening made it very evi dent that Shantytown and Its advo cates were pretty nearly a minus quantity in Marshfield. Everybody seemed to appreciate the wisdom of tho flro ordinance and the folly of not passing it. Mr. C. A. Smith, whose Interests have taken him all over this country, know3 that a shantytown neither Inspires confi dence nor Is worth preserving. His views on tho subject ought to be of value to the people of this city who are anxious to build a city which will mako a decent Impression on visitors. Mr. Smith knows that In all other places, where tho people havo confidence in their city, there aro no shnntytowns. The fire limits aro the first thing a progressive com munity provides for. It pays. It minimizes tho dauger from fire and reduces rates of insurance. In this connection it may bo tfoll to call at tention to tho fact, which Is stated on the authority of an insurance man, that the erection of a frame structure for tho furniture business next to a brick or concrete hotel, will cost the lintel nnmn.inv flvo hundred The Steamer M. Shantytown could also learn some thing from what Mr. Bell had to say about the city of Raymond which he had recently visited. There was built In three years a city of 3,000 people and before there were any houses built the fire limits were de fined. That is the way modern, com mon sense people build modern, common sense cities. Why anybody should bo a shantylte in a place like Mnrshfield, which has the best bay and tho greatest and most varied re sources of any city on the Pacific coast, and where a great city will be built sooner or later, Is Inexplicable. Does tho shantylte think he Is wise to build a structure which he can't insure nnd which when it burns will be a total loss and endangers the whole city? Does, ho feel that be cause he is poor ho should have the right to take such a risk in a dis trict which is sure to be crowded? Even a gambler is a better business man than that. Does ho not know that his unimproved lot within the firo limits is worth more than his shantlfied lot where there is no pro tection? Since tho fire ordinance was passed Marshfield has received more respect as a solid, substantial city, than ever before and visiting capitalists have expressed themselves to the effect that "Marshfield looks good to them." But shantytown looks good to nobody. STREET NAMES. In his talk before the Chamber of Commerce last Friday evening Mayor Straw stated that ho and the coun cil were anxious to have a system of street names which would be accep table to the council. It seems to be admitted that a new system Is neces sary and that the sooner the new sys tem Is adopted the more creditable will be the record of the council and the directory of the city. It ought ; not to be difficult, either. It doesn't really make much difference - what system of naming is adopted, if it be decent and helpful. Of course the simpler the better, except that it should not bo so simple as to be characterless. Let's have some names in tbi? great city of Coosbay which' will bo distinctive and at tho same time suggest something of the city's his tory. Front street is a very com monplace name, and so is Bay street, but Bay street is a recognition of the cause of tho city's existence. The next north and south street his a variety of names now, but Broadway predominates. That's mere initia tive. Coos street would be bettor. Nothing could be more appropriate than a great thoroughfare teenifns with life, commencing at Bunke.1 .Hill and running north to an Inter section with Bay street (Front) a.,d continuing on as Coos street all the way up to tho point of North Bend. These aro only suggestions. The committee of the Chamber of Com merce will decide on a system to rec ommend. It is suggested that the citizens should send in plans to the Chamber so that the committee can, select. Abe Ruef is no longer In tho big private house at 2S49 Fllmore street, which the city has paid for as his quarters for so long. Last night after court hours, ho was moved to two rooms in tho boardlng-houso at tho south west corner of Fllmore street and Pa cific avenue. Tho numbpr of guards who havo had the job of watching tho ex-boss has been cut clown by Chief of Police Biggy until now thoro aro but two. One, J. M. McCarthy, watches tho prisoner during tho day tlmo and another, J. C. Heusley, keeps ward over him at night. Ruef expressed himself as being well satisfied with tho change of quarters. He was taken to the house for tho first time in timo to havo his supper there, and when seen last night stated that ho had enjoyed it as much as any meal ho has had for some time. While there Is nothing ornato about tho rooms which nro now oc cupied by Ruef, Mrs. D. St. Germnino tho landlady of tho house lias turned over her parlors to tho state prisoner leaving to him tho use of tho piano and big leather-covered divan In the roqm looking, out over Fllmoro street. , , , Ruefs first night in his new quar ters began rather innuspiciously.
