It is understood that tho proposi tion to dredge tho bay is by no means sleeping and that vigorous ac tion will bo commenced in a few days. It Is not necessary to remind tho peoplo that this is tho most im portant matter which tho people of tho Bay cities can take up. They know that and know it well. It is on account of the bay and its possi bilities that cities have grown up on this peninsular. It is -on account of tho bay that large industries have been established and that many more aro expected to come. The future of this community is brighter because ships may come in from tho ocean and find a safe haven and a market. It is therefore tho first and last duty of tho peoplo who own property on tho bay and its naviga ble streams to make it a great har bor. There aro two ways to get the bay dredged so as to provide a channel capable of receiving ships of large size. Tho first Is to have the United States government do it and from past experience it ia reasonable to suppose l.hat by waiitng several years more say twenty tho people may havo tho satisfaction of seeing tho government expend on it or on some other place a largo amount of monoy. Tho second and best way is for tho peoplo to do it themselves. In tho latter case they can hope to see It dono in this generation. More than this. If they mako tho bay Im portant by rendering It a commercial center, population will asscmblo here to do business and tho government will no longer bo ablo to Ignore its demunds. It will bo some time before the Port of Coos Bay can bo legally or sunized. It Is probable that the only way to proceed for that purpose nrJll bo oither to Initiate a general law which will, authorize tho creation cf ports and port commissions and liave It referred to tho peoplo to be voted on at tho next Juno election, or to wait for tho legislature to en act a general law to that end In 1909. It seoms that "ports" as legal entities aro unknown to tho law of this stato oxcopt In tho single case of tho Port of Portland which was created by special enactment before tho amendment to tho constitution prohibited special legislation by tho legislature. Tho supremo court in tho Port of Columbia caso just de rided, has hold that tho legislature an not creato such corporations by special enactment. It Is therefore up to tho loglslaturo to provido at Jts next session by a genoral law, for Itao creation of ports or for tho peo plo to do so through tho Initiative and referendum. It is understood that tho committee of tho chambers of commorco of tho two cities will mako recommendations on this sub ject to tho two chambers in duo sea son. In tho itienntlmo tho dredging cf tho channel from North Bond to Murshfiold will havo to bo under taken by tho peoplo on somo such plan as hns boon already proposed and It Is much to bo hoped for tho credit of tho cities and of those who havo been boosting thorn on tho strength of tholr harbor advantages, that tho now-born and splendid pub Sic spirit which Is "doing things" on ttho bay will push this best and most useful of all undertakings to a success. the stato havo been regarded as In elastic and unsulted to a rapidly de veloping commonwealth. The court system is especially inefficient and is so recognized by tho Judges, law yers and people. Tho amendment upon which the voters aro to pass does not pro vide, as many havo supposed, for new local trial courts, but only that there shall be chosen for a term of six years by the qualified electors, In districts composed of-one or more counties a sufficient number of cir cuit judges who shall hold court in the counties of their respective dis tricts. The law-making body will be effective to carry out tho provis ions of tho amendment. This does not necessarily change the old law, but it simply makes it possible to re arrange districts and mako suitable provision for such courts as tho changed or changing conditions may demand. Even when America was booming with newfound prosperity in tho early years of this century, Germany was gloomy and dull. Now her prosperity Is unpar thority that tho workshop efficiency i3 extraordinary.
