HOFER SCORES OREGON DEVELOPMENT LEAGUE (Cnpltal Journal.) A telegram from Oregon City says the reception given to Secretary of War Taft by the Oregon Development League is causing trouble. The reception was in the hands of tho president and secretary of tho commercial organization of the abovo name Tom Richardson's league. The Democratic business men who belong to the State Development League object to having the organiz ation used to boost a Republican candidate for the Presidency. The Willamette Valley Develop ment League has never descended In to political enterprlses.but is a legiti mate organization devoted to tho development of western Oregon. When Harrlman was in Oregon the Oregon D&velopmcnt League had an opportunity to meet that gentleman and do something for the develop ment of Oregon. It claims to be an organization that looks after the development of the whole state. That is its boast the development of all Oregon. At its last annual session a resolu tion was adopted to invite Mr. Har rlman to Oiegon for a conference. If one-hajf" the effort had been made to get Into communication with Mr. Harrlman that was made to boost Taft, something might have been done for all Oregon. But Is the Oregon Development League anything like its name indi cates? Does It promote Oregon in terests first? Why was Harrlman Invited to Ore gon for a conference and then when he came hero the matter was entirely forgotten? Has the Oregon Development Lea gue not shown Its true Inwardness In completely faiflug to ask Mr. Har rlman any questions about tho non development of Oregon. Tho people of western Oregon long since lobt confidence in the right of tho organization to the title it bears. The Willamette Valley Develop ment League at Its Cottage Groie meeting appointed a committee on the 'equities of the transportation situation and that committee brought in a very ablo repoit. At the Cottage Grove convention tho valley League joined in the form al Invitation that had already been extended to Mr. Harrlman by the Oregon Development League. But It waited in vain for that or ganization to take a single step in the direction of arianging a confer ence. Men li'-e Theo. B. Wilcox, E. L. Smith and Tom Richardson knew far in advance when Harrlman would be In Portland. They could have aranged for a con ference with tho commercial bodies if they had wanted one, and they did invite Harrlman to Oregon for that purpose. It was not tho fault of the Will amette Valley Development League that no conference was held. It was probably not tho fault of Mr. Harrl man. ' It was a serious mistake that no conference was held, and a better and more friendly understanding brought about. The whole work of establishing more equitable relations between tho greatest railway magnate on earth and the worst neglected and most undeveloped commonwealth In tho union now devolves upon the Will amette Valley Development League. Two great tasks now devolves upon that organization, and Its officers have two great duties before them. First Opening the Wlllametto River, Including free locks and canal at Oregon City. Second Convincing Mr. Harrlman that it is his duty and his Interest, or rather his interest and his duty, for Interest comes first with him, to develop his railioad system in Ore gon. In accordance with tho report of the committee on Equities, he will be requested to build at least 200 miles of now railroad a year In Oregon as his share of tho development work of the state. The work done at Cottqge Grove by the Willamette Valley Develop ment League was only a starter. It will be followed up with a systematic program that will be laid before the people and which will meet with their approbation. Tho people of the great undevelop ed Interior are now fully disillusion ized as to tho real character of the Oregon Development League. They know they have nothing to expect In the way of fighting their battle for tho development of tho interior of tho state. Tho officers and the executive com mittee of the Wlllametto Valley De velopment League aro to hold a meeting at. Salem during the Btato fair where a plan of procedure will be outlined and adopted that will bring Mr. Harrlman to realize that there is something to Oregon besides an atrophied, amorphous and subsid ized organization.
