Tho constitution of the United States is an eminently conservative document and has exemplified the wisdom of its makers in a thousand different ways. Much of its merit -was accidental and fortuitous and axinsists of features which wero Jooked upon as dangerous or weak. TIio federal system was regarded by soma very eminent statesmen as tolerable only because any other was amposslblo in view of the attitude which tho states assumed toward one another. Centralized power was thought by such statesmen to be accessary for tho best interests of an orderly and enduring nation, and the national idea was framed with more goal than tho idea of a democratic republic. In tho foundation of the Ameri can republic of North lAmerica tho federal idea prevailed, although it took a sanguinary war to cement the icdoral parts together into a nation. SInco tho war the compromise be tween Hamilton and Jefferson con ceding the Hamiltonian idea of In dependent and central government "which should havo absolute domin ion within certain wise limitations, and conceding the Jeffersonian Idea of local self-government by the states without tho power of federal Interference, tho medium between tho extremes has resulted in a na tiou of states, in which no stato could havo or has any interest or desho to secede. Tho discussion is going forward now as to whether tho 'federal government should not ho Invested with greater power in inany ways and some believo it should be and some thnt it should not. These discussions are bound to Arise, but it is interesting to re mombcr that tho Democratic party under Clevoland probably did more than any party slnco the war to cen tralize power at Washington when Clevoland sent federal tioop3 into Illinois ngalnst Governor Altgeld's protest. During tho same adminis tration tho party of Jefferson wit nessed, if it did not foster, tho ac tion of tho federal courts In interfer ing through tho exorcise and assump tion of Inj national power in moving itill nearer to contialization. AVhilo tho Anglo-Saxon states of America adopted and have always .maintained tho federal systom, the Spanish-Amorlcau states adopted the centralized system for their repub lics. It is believed by many who havo investigated tho subject in tho iield that had the Spanish-American states adopted tho federal systom, they might hr.vo enjoyed tho si..i- prosperity which has distinguished tho United States, Hut the) central ized government, in which tho prebl dent appoints all tho govornors of states, who appoint tho prefects or Judges who, in turn appoint tho mayors or alcaldes, Is the plan ad opted and the people havo little or no consideration. Tho provincial and not tho federal system isyrespon siblo for Spanish-American dissatis faction. -In truth no contrallzed gov ernment of republican pretensions lias over boon u success. Franco is tuch a republic, but It has boon re peatedly asserted that It is moro a military dictatorship and that it you Id bo incapable of continuing Its power over other areas equal in ex tent and population except by mili tary methods. It is well that those vho boliovo in a great centralized jpovcrnmont for this country with stale lines practically obliterated aro checked by a practically Immove able element of conservatism. It Is equally well that those who carry tho Idea of local self-government toj jno oxircmo oi hiuio sovereignty, lave been completoly corrected by ilio rsoults of tho civil war. rich as Oregon has been so little ex ploited by active capital. Its very richness has been its undoing for cupidity in the form or capital which could afford to wait has been am bushed in vast monopolistic holdings, in readiness to demand high prices for land and nature's products, when the presence of population becomes sufficiently strong. That time has now arrived and Oregon feels the misery of early indiscretions in the disposal of her lands. But she will not stand for it long, and if railroad promoters, magnates and land mo nopolists decllno to do what the trust reposed in them requires, she may send a commission over to study New Zealand methods. But mean time the important thing is to in sist on these magnates, both land and transportation, doing their duty by Oregon. Nor is Oregon alone in volved. Between latitude 45 and 42 all the way through to the Atlan tic coast, there is a bond of sympathy which should never be broken. Within these parallels of latitude the energy and greatness of the United States havo produced their wonders. New York, Boston, Pittsburg, Buf falo, Cleveland, Chicago and a host of great cities are there. The Times believes that Coos Bay is the western seaport terminal and Pacific entrepot of all that belt which lies between those two par allels. Its policy along industrial lines has been and will be to make that fact evident and to aid in Its practical realization. Eastern and Southern Oregon, all of Southern Idaho, all of Wyoming, all of South Dakota and portions of Minnesota, Wisconsin, Iowa and Illinois aro within this electric belt. It Is Im portant that the different communi ties get together in some form or conference and that throughout the entire line the name and fame of Coos Bay be established. The Times will endeavor to exchange with the county seat papers of all the coun ties In the belt. It will seek to in terest them In Coos Bay and make an effort to have a convention held at this city which shall express the desire and propose plans for a rail road in this belt extending from the Black Hills of South Dakota, west ward through Wyoming, Idaho and Oregon to Coos Bay. It will help all the people and all sections of the area mentioned to have another great outlet through Coos Bay to the ocean. r The Steamer Notice.
