Tho Interstate Commerce Com
mission will bo asked by the Oregon
Railroad Commission to investigate
tho proposed ndvanco on lumber
rates from the Pacific Northwest to
tho East, and to postpone tho in
auguration of tho schedule until
after that Investigation. The State
Commission flatly expressed the be
lief that the advance is unwarranted.
This body Bets forth fully to the In
terstate Commerce Commission tho
extent of the lumber industry In Ore

to the Industry will be If the in
crease In rates is made.
The Commission held a meeting
last night at tho Commercial build
ing headquarters and received J. N.
Teal, attorney, and A. B. Wastell,
secretary for tho Oregon & Wash
ington Lumber Manufacturers' As
sociation, which Is vitally Interested
in maintaining the present lumber
rate3 to tho East. The Commission
received a petition from tho associa
tion, asking that a petition be filed
by tho Oregon Commission with the
Interstate Commerce Commission,
asking for an investigation of the ad
vances In lumber rates to determine
whether they are just and equitable,
and further asking the postponement
of tho Increase In rates until after
such investigation. It is charged
that tho proposed increase is in vio
lation of the act of 1887.
The railroad Commission decided
favorably upon tho petition and de
cided to act at once. Tho following
telegram was prepared and sent:
Text of Telegram Sent.
Interstate Commerce Commission,
Washington, D. C, On petition of
lumber association of this state this
commission will forward to you peti
tion asking for Investigation of rea
sonableness of proposed advance in
rates on forest products from Oregon
to other states. Approximately 40,
000 men are engaged in thi3 Indus
try In Oregon. Capital Invested
about $50,000,000. Proposed ad
vance as announced will increase
rates In some Instances 25 per cent
over prevailing rates, and If made
will seriously injure business of this
state. In our opinion, proposed ad
vances are unwarranted and we ask
you to make Investigation thereof.
If possible, have railroad companies
refrain from putting rates into elfect
until investigation is made.

By Thomas N. Campbell, Oswald

sioners. Ktmcts From tho Petition.
The petition of the lumbermen to
the Oregon Commission sets forth the
extent of the lumber industry in t'aU
state and tho widespreadlng evil ef
fects of an advance in rates. It says:
The capital invested in the lumber
ing industry in tho state of Oregon
amounts to about the sum of ?50,
000, 000; that approximately 40,1)00
men are engaged in said Industry
within this state, that said proposed
Increase in cost of at least $2.50 per
thousand feet; that said proposed
advance in rates, if made effectivo,
will result In closing down a largo
number of mills within this state and
seriously injuring the business Qf tho
state; that said proposed advance in
said 'rates and charges is a matter of
great public concern and vitally ef
fects not, only the welfare of ono'of
the largest industries of this state
but the entire business of tho state, as
well as the interests and welfare of
the communities throughout tho
United States to which said lumber
products are shipped.
There are in the state of Oregon,
excluding all mills which do not Bhip
to tho territory mentioned in the
complaint, and on the Columbia Riv
er, in tho State of Washington, about
600 mills, and tho annual output' of
the same is about 2,200,000,000 feet,
board measure, tho greater portion
of which said 'mills are represented
by petitioner; that each and all of
said mills which ship by rail are situ
ated on the roads of tho Northern
Pacific Railway Company, tho Ore
gon Railway & Navigation Company,
tho Oregon & California Railroad
Company, and 'their connections In
.the statu of Oregon; that tlm annual
capacity of said mills Is In excess of
