Johnson recognized Senator Clapp,
who offered tho following resolutions

tho delegates and alternates legally
eloctod to tho convention, in meeting
assembled, mako tho following declar

"Wo wero elected by a majority of
tho republican voters of our respec
tive dlBtrlcts and Btatofl to nominate
Theodore Roosevelt In tho republican
national convention as a candidate of
our party for president, and thereby
carry out tho will of tho voters as ex
pressed at tho primaries. Wo have
earnestly and conscientiously striven
to execute the commission entrusted
to us by the party voters.
Denied Justice by Convention.
"For five daya we havo been denied
Justice in tho national convention.
This result has been accomplished by
the action of the now defunct national
commltteo In placing upon the prelim
inary roll of tho convention and there
by seating upon tho floor of the con
vention a sufficient number of fraud
ulently elected delegates to control
the proceedings of tho convention.
Those fraudulont delegates, once seat
ed, have by concerted action with one
another put themselves upon tho per
manent roll, whero they constitute an
influence sufficient to control tho con
vention and defeat the will of the par
ty as expressed at tho primaries.
"We have exhausted every known
means to head off thlB conspiracy and
prevent this fraud upon the popular
will but without success. We were
eont to this convention bearing the
most specific instructions to place
Theodore Roosevelt in nomination as
the candidate of our party for presi
dent, and we therefore deem It our
duty to carry out these instructions in
tho only feasible way remaining open
to us.
"Therefore, be it resolved, that we,
representing the majority of the voters
of the republican party and of the dele
gates and alternates legally elected to
tho national republican convention in
compliance with our instructions from
tho .party voters, hereby nominate
Theodore'' Rbosovolt as the candidate
of our party for tho office of president
of the United States, and we call upon
him to accept1 such nomination In com
pliance with the will ot the party vot
ers. "And be it further resolved, that a
committee be appointed by tho chair
to forthwith notify Colonel Roosevelt
of tho action here taken and request
him to appear before us in. this hall
as soon an convenient."
Governor Johnson of California, was
empowered to appoint 'a committee of
seyen men to confer with Colonel
Roosevelt and formulate a plan of ac
tion. It Is Bald several weeks might
olapse before the program is decided
upon. Governor Johnson In' the mean
tfmo will act as field marshal and in
co-operation with Cblonel Roosevelt,
will decldo upon the membership of
tho committee of seven to guide the
work of organization.
WASHINGTON FIGHT FIASCO
Fourteen Taft Delegates Seated In
Convention Without Protest.
Chicago. Tho seating of 14 Taft
delegates from Washington in tho con
vention without a roll call and without
sorious protest was In accordance with
tho plan adopted by tho Roosevelt
managers when they found there was
no chance whatovor of reversing tho
national committee
Originally it had been planned to
mako a determined stand on Wash
ington, but Roosevelt advised that the
fight be abandonod and his advlco was
followed by his sympathizers in convention.
Deneen Still Republican.

Governor Donoen of Illinois. "The re
publican national convention nomin
ated Mr. Taft I am tho republican
party's candldato for governor. That
should bo BUfflciont to stato my posi
tion. Tho Illinois delegation refused
to allow any 'bolt that might bo pro
posed."
La Follette Not For Roosevelt.
