I hereby announce my candidacy for county assessor for Crook County, Oregon, at the primary to be held dn April 19th, 1912. If nominated and elected, I will, during my term of office, devote my entire time to the duties of the office. I shall use my utmost endeavor to secure equal assessments, without fear or favor. I will see that the tax rolls are prepared promptly, and as provided by law. The pocket books of the tax payers are di rectly effected by the adminis tration of this office. Sheriff To the Crook County Voters: I desire to announce my in tention of seeking the Republican nomination for sheriff of Crook County at the coming primaries. If nominated and elected I will serve all the people to the beBt of my ability. ORDINANCE NO. 4G. An Ordinance entit.ed an ordi nance to adopt the Rules and Regulations and water rates prepared by the Water Commis sion of the City of Madras: Be it ordained by the Common Conuncil of the City of.Madras: Sec. 1 Rules Regulations and Water Rates of the City of Mad ras. The following Rules and Regulations are hereby made and adopted by the "Water Com mission of the City of Madras to secure an efficient and eco nomical distribution of the water supply and to avoid anyunneces sary waste of water and for these purposes it is hoped that the public will in their own in terest co-operate with the"com- mission. Sec. 2 Applications for the use of water must be made to the President of the Water Com mission, who, will furnish reg ulation blanks. Each application must be accompanied by the fee for tapping and installing meter, and no person will be per mitted to tap mains or make any connection without permission of the water commission. Sec. 3 When a permit has been obtained for service a corporation cock for the mains with lead pipe, tail piece and connections will be furnished by the commission and this style of connection must be used unless otherwise ordered by the commission. Sec. A. Any plumber making connections for a water appli cant must fill his part of the ap plication blank and return to the water commission or person who issued it within twenty four hours after work is done and before the water is turned on. Sec. 5 Where water is sup plied through one service pipe to several families or persons ad ditional meters may be furnished by the commission on applica tion and payment therefor. Sec. G. Should it be desired to discontinue the use of the water, notice must be given to the President of the Water Com mission, who will authorize a reading of the meter and collect for the water used with charges for meter (if any should be.) Sec. 7. Within or near the street curb a stop cock of ap proved pattern and material must be placed. The meter may be located next to and beyond this cock from the main, and no person will be permitted to turn on or off the water at this cock except by order of the Commis sion. Sec. 8. If meters are installed in cellars or other private places the Water Commission reserves the right of admission to such premises at will for the purpose of inspecting or reading meters. Sec. 9. Water consumers are advised to guard against frost by laying their service pipes not less than two feat below the sur face of the ground artd by plac ing a stop and waste cock on the inside of basement wall or at such point as the first danger of frost begins, so that all pipes above the ground may be drained when necessary. Sec, 10. The rates shall be as follows: A flat rate of $1.50 per month, payable in advance, not to exceed 1st. 1000 gallons, in excess thereof, 50c per 1000. 2nd. 1000 gallons in excess thereof, 40c per 1000. Each 1000 gallons thereat ter 35c per 1000 , Sec. 11. On failure to comply with the Rules and Regulations established as a condition to the use of water or to pay the water rents in time and manner here inbefore provided, the water may be shut off until payments is made of the amount due and one dollar ($1.00) in addition for the expence of turning the water off and on. Sec. 12. Penalty for violating any of the Rules and Regula tions of the Water Commission; Any person or persons or cor poration violating any of the pro visions of the Rules and Reg ulations of the Water Commis sion, shall be deemed guilty of a misdemeanor, and upon convic tion thereof, before the Recorders Court of the City of Madras, shall be fined not less than $5.00 nor more than $50.00 or be im prisioned in the City jail one day for each $ 2.00 of such fine, or both fine and imprisionment, as may be adjudged against him or them.
