Hunting or fishing upon re
ceipts furnished by notaries and
justices of the peace will not be
allowed in the future, according
to the instructions recently is
sued by the state board of fish
and game commissioners. Dep
uties all over the state have been
told to arrest any hunter or fish
erman who fails to show a regu
lar fishing or hunting license in
his possession upon demand.
The holder of a receipt will be
treated in every way the same as
though he had never made ap
plication for a license.
The reason for this action is
plain. In the past, notaries and
justices of the peace, who have
authority to collect for licenses,
issue a receipt and mail the
money to the county clerk, who
in turn mails a license to the
notary or justice, to be delivered
to the applicant, have failed to
do so, pocketing the money and
advising the applicant that a re
ceipt is equivalent to a license.
To stop this petty grafting, Game
Warden Finley insists that li
censes in the future will be rec
ognized as the only evidence of a
right to hunt or fish.
"We have a fairly complete
record of notaries and justices
who have retained money belong
ing to the game fund," said
Warden Finley, "and they are
located all over the state. These
men have actually accepted mon
ey for licenses and made no re
turns of it, nor have they secured
licenses for those who have made
application. By arresting those
holding merely receipts for li
censes, we will shortly run down
those who have been guilty of
this fraud."
It is provided by law that any
justice of the peace or notary in
the state may receive money for
the county clerk on application
for hunting or fishing licenses,
and the game warden has no dis
position to place an obstacle in
the way of hunters to thus easily
secure their rights. He is firm,
however, in his intentions to
break up a practice which has
proven demoralizing to many
public and semi-public officials in
all parts of Oregon.

Portland's trade excursion to
Burns and Central Oregon cities
will leave Portland on the morn
ing of September 29. The re
turn will be made October 5,
following a week of strenuous
traveling by automobile and the
newly completed railroads of the
interior.
There is a great deal of inter
est in the Portland business col
ony in the forthcoming excursion.
It will be run under the auspices
of the Portland Commercial club
with the dual purpose of giving
the Portland business men an
opportunity to become acquainted
with the central part of the state
and its resources and also to per
mit them to attend the coming
ing session of the Central Oregon
Development league at Burns,
October 2 and 3.
About 50 prominent business
men, many of them heads of
firms, will leave Portland on this
trip. The train is expected to
reach Madras about 5 o'clock in
the afternoon on September 29
and it is the intention of Madras
business men to greet the visitors
at the train upon arrival. From
here the train will proceed to
Redmond and the excursionists
will join in celebrating the com
ing of the railroad to Redmond.
From the latter place they will
proceed by automobile to Burns
via Bend and other interior
towns. Bend citizens are also
preparing to welcome the visitors
when they reach there Saturday
nigiit.
