DoubleTrackRoad To Portland Increased - Traffic War rants Improvem'ent Within the next four or five years the line of the Oregon Washington Railroad & Naviga tion Company between Portland and Deschutes a distance of 104 miles and will be double tracked and arrangements will have been made to' extend the second set of rails toward the eastern boundary of the state. It is probable the work to Des chutes will be completed within one or two years, but no defin ite plans to this end have been made. Part of the work on the double track, 16 miles long, between The Dalles and the Deschutes already has been done and will be completed early in 1911. With the ever-increasing vol ume of business on the old 0. R. & N. line, the need of a second track has been apparent for sev eral years. With the extension of several branch roads south from the main track the necess- uy nas oecome more pro nounced. When the Deschutes line into Central Oregon is completed iuHcient added business will be handled over this .road to justify the immediate building of the second set of rails, it is believed. If the business is not obtained at the start the development that will be given the interior por tions of the state as a result of the Deschutes extension is ex pected to provide it in the course of three or four years. Constantly increasing trade be ween Portland and the towns of Eastern Oregon and the growth of'the business from the East into this city are consid ered factors in the movement of Harnman officers to build the double track over the most-used portions of the road as early as possible. It is announced that nothing win be done by the State board in the way of appointments until after the Legislature meets, and then there will be no appoint ments made for political mir- poses. Changes at the state institutions will be made from time to time after the Legislat- ute adjourns, as the board be lieves such appointments will be for the betterment of the ser vice. SENATORS HOODWINKED The State of Oregon hnd contributed to the Government reclamation fund. up to June 30th, 1910. by the sale of public lands within its borders, the sum of 97,860,000. The amount is now said to be approaching $9,000,000. The re clamation act was passed in 1902. It !.contains a provision (section nine) that within ten years 51 per cent of the ag gregate amount contributed any one state should be expended or aDuronri- ated for expenditure on reclamation projects within its borders. It is ob vious that the Reclamation Service, under this provision, inserted through the careful foresight of Representative Tongue of Oregon, would necessarily have enlarged the scope of its Oregon projects. The only way to avoid com pliance with the law and the doing of substantial justice to Oregon was to repeal section nine. So section nine was repealed, without a syllable or sign of protest from the two Oregon Senators, Now, in the distribution of the $45, 000,000 fund ($20,000,000 being appro priated by the special enactment) Mon tana gets $8,000,000, Idaho, $7,000,000, Wyoming, $6,000,000, and Oregon, which gave more to the fund than any other state except North Dakota, is contemptuously shoved to one side with a petty $925,000. Thus we see what it costs Oregon to send to Washington two Senators whose highest conception of their duty is to leave it all to Lodge or Aldrieh. Both of these roads will be comuleted as far as Mad ras within a few weeks, and with thnt event, Madras will absorb much of the terminal traffic that Shaniko has had for the nast ten venrs. Madras is a town of between 300 ami 500 people, neglecting the hundreds of workmen who are. making this heacl uuhrters durincr railroad construction days. Because of this near-by railroad activity Madras is just now a very lively, bustling, and sometimes noisy town. Madras has been incorporated for alm,03t a year,' and sucli improve ments ns water and sewerage systems and electric lights have been talked of, Madras has a flouring mill, the town being in the heart of a rich grain grow ing area. Grain is the chief agricul tural resource tributary to Madras, though the section is especially adapted to root crops, and potatoes in particu lar. Also some of the land of this sec tion mav be adanted to winter apples a w - and other hardy fruits. There are oil indications near Madras, and coal de posits about twelve miles northeast. Any quantity of the water power of the Deschutes may be transmitted, to Mad ras, the nearest possible project being eight miles west.
