So reasonable Is the request that It Is hard to see how there can Le any objection to granting the same It is generally recognized (hat the railroads and other publc service cor porations must be regulated. This .be cause competition has been done away with aud the public can now secure proptr service at just rates only through regulative action. Granting this then the first step towards such regulation naturally con sists in rinding out exactly what the roads are worth. This information must be at hand before any clear sight ed action can be taken by the Interstate commerce commission or by the va rious state commissions. In order to know what ratt-s to demand of the rail roads the commtfm'oners must 'first know how much cap tal the roiids have invested. Then they( can order such rates as will give the roads , reasonable profits upon their investments and upon the work they do. At this time the commissions hare to guess at the valuation of roads or else rely for their Information upon the railroads themselves. It is not busi nesslike to do either. There is n gen eral and doubtless well founded sus picion that if the corporations them selves are al'owee to give in tbe'r val ueat'ons that tbe public sutlers. Such a course merely invites the corporation to give swollen valuations and it is not just to shippers to make them pay pro fits on watered stock, The move to ascertain the valuation X of railroads is one that has lrnit bcoti favored by men who want to 0 Hie square deal estHbltshed between tfie roads and their patrons.
