Conklln City Water Works Tor Madras PRELIMINARY SURVEY Capital In Sight To Pay For Plant Water Can Be Put Over All Parts Of City The preliminary survey for a water plant for Madras, which will be installed by the city, was run by Lyman Griswold, division engineer for the Oregon Trunk Line, Monday. It was decided that the plant will be located on the Phillips place, -which was pur chased by V. D. Williamson, and that the reservoir will be located on the C. K. Loucks place, about one mile south of town. The reservoir to be constructed will have a capacity of about 200.- 000 gallons and the fall to Mad ras will be 150 feet. This will give sufficient elevation so that water can be placed upon any of the additions to Madras, and in case of fire will give an excellent head for fire-fighting purposes. An eight-inch main will be laid from the city to the reservoir. The present intention is to have one large well dug a short distance above the dwelling house on the Phillips place at which will be installed an engine of sufficient power to run both the water works and an electric light plant, it being probable that elec tric lights will be installed shortly after the water works. It is estimated that it will take about two miles of pipe to bring the water from the well to the reservoir and thence to the city and where it can be distributed to all parts of the town. The main pipd line will be constructed to a point on Fifth Street north near the Willow Creek bridge. The cost of such a plant is ex pected to be about $10. 000. This plant would sunnlv the citv with ... i water for some time to come, . and the works being once in stalled it would be but a small problem to enlarge the plant as the population of the city in creases. . Madras has long been in need of water works for city purposes, and this move toward acquiring city water will meet with the unqualified approval of the citizens. Several private parties have tried to secure a franchise from the city council for supplying Madras with water for a lengthy I term of years, but none of the offers met with the approval of the city government. It is thought that a municipal plant will be more satisfactory from the fact that the city will have direct supervision over the sys tem, when by giving a franchise to private parties for a term of years, the city might find itself tied up with a contract which was very objectionable. It is thought also that a municipal plant would be able to give a better service at a smaller cost to the consumers. The expectation is now that the installation of the water works will pe commenced shortly after the first of the year. The capital for such a plant as above stated is almost .all in sight, so that the city will not have to ask for an issue of bonds or await some other preliminary move which might defeat the pro ject altogether. More Extension Is Announced J. J. HILL TO VISIT OREGON St. Paul, Minn., Dec. 12. James J. Hill, accompanied by George B. Harris, chairman ,of the Burlington; W. B. Dean, of St. Paul; W. H. Dinwoody and E. C. Cook of 'Minneapolis, left in a special train for the West today on a 10 days tour which it is said, has something to do with reported probable entry of the Burlington into San Francisco over Western Pacific trachs. Mr. Hill will visit nearly all of the important cities on the Pa cific Coast. John F. Stevens, president of the Hill steam and electric roads on the Pacific Coast, will meet him on the way and discuss the invasion of Ore gon. Hill interests, represented by the Oregon Trunk Line, of which Mr. Stevens is head, are pushing down Deschutes Valley, running parallel much of the way with the Harriman line. REDMOND TO ODELL Harriman Interests Contemplate Several New Lines In Oregon Says High Official Extension of the Deschutes Railroad from Redmond, which has been reckoned as the termi nus since announcement last Spring that the Harriman line would build south from Madras, is to be made to Odell, Klamath county, is the statement made Tuesday by Julius Kruttschnitt, director 6f " maintenance and op eration of the Union Pacific and Southern Pacific systems, who who has been in Portland upon a tour of inspection of railroad property in and about that city. Other extensions contemplated and under consideration by the Harriman interests is the line from Grants Pass to a point on the northern coast of California, probably Crescent City, and 'the Coos Bay line.
