Tho phrafie "homo rule" is bcine brought into disrepute by organizations 0 . . iormcd ostensibly to secure home rule or cities, but tn reality to fight prohi bition or any other reform movement that strikes at tho "dealers in dissipa tion.'" Savs Arthur Burrntrc Farwell. president of the Chicago Law and Order League: "The liquor, gambling, and house of ill-fame interests would prefer home rule for the large cities." And, illustrating the right of the state 10 control the city, Mr. Farwell asks: "Suppose a man is murdered in the illegal Sunday saloon, open in violation or tho law and of tho oath of the executive officer of a citv. and Bunoose that man comes from some quiet homo on the farm out on the prairie; isn't the family of that man interested in tho enforcement of law in a city where the Sunday saloon is allowed to be open in violation of law?" Good men are misled bv this clamor for city home rule. The phrase catches tho imagination of naturalized citizens especially. As always, the interests of the liquor traftic and its kind have seized upon a good name as a cloak for their real purpose, and the name, like everything else touched by these in terests, will be debased. Beware of "home rule" societies. If, as some people say, more liquor is sold where there are no saloons than where there are saloons, would brewers, distillers nnd wholesale deal ers, who own about three-fourths of all saloons, pay large sums of money to influence the press to publish and dis tribute literature and in other ways to obtain licenses, all to lessen the amount of their sales? Liquor men say they are opposed to prohibition because it does not prohibit. That is, they insist, the law will not be obeyed. Who will break it? Not tem perance people; not Christian people; not law-abiding people. Wherever it is broken it will be because some liquor dealers sell contrary to law. Because they arc anarchists and criminals in heart and life", they demand that the law shall be such as suits them. It is better to make good laws and then enforce them against criminals and anarchists, and this is our policy today. Herald and Presbyter.
