This novel natural refrigerator Is situated some 16 miles southeast of town, where, in a cave in the lava an unending supply of ico re mains the year through, despite the fact thai no water supply exists for miles around. Some years aao this method of supply was employed. According to those who use It tho ice is of a very high grade and lasts far longer than that frozen under usual con ditions. Bend Bulletin. Within thirty days after receiving such favor able report, tho Governor shall Issue his writ ordering tho election within tho limits described in the Commis sioners' report, to t ho end that tho legal voters therein may decide for or against such corporation. Section 4. The election to decide for or against tho creation and organiza tion of such new town, county or mu nicipal distiict shall be ordered, no' ice thereof given, and in all things con ducted, as nearly as may be, In accord unco with the general election laws of Oregon Section 5. If the majority of votes cast on said question shall bo favorable the corporation shall bfa thoroby cre ated, ami tho Governor shall, within thirty days, appoint pert-ons to (ill the. local offices named in said petition. . In case of a new county all matters relating to value and divis ion of county property, county funds, tuxes, debts, assets and liabilities, and all pecuniary matters of tlifferenco be tween tho new county and tho county or counties from which such now county Is created, shall bo stated and settled by a board of arbitration, com posed as follows: The County Court of such now coun ty shall, at its first meeting, appoint one person as an arbitrator, and the County Court of the county from which territory Is taken for the now c .unty, shall, at its first meeting after creation or such now county, appoint ono person to act as aibltrator, and the Governor shall designate a circuit judgo of a dlstriot not embracing any county from which territory Is taken for tho new county, to act with tho arbitrators representing thocouulios, . . . In tho case of a new county, tho local and Hpeclal laws affecting tho county from which tho greater part of tho tor ritory comprising tho now county was taken shall bo operallvo in tno uew county. . Section 8. Until the next succeeding session of tho Legislature aftor incor poratlon, said now county shall be attached, for legiBlutlvo and judicial purposes, to the district in which is si uated tho county from which tho largost portion of Its territory was taken. . .
