r ' ZZI - 4; The Madras Pioneer THURSDAY - JUNE 30, 1910 WATER SYSTEM IS IMPERATIVE The time is ripe for Madras to take some decisive steps toward permanent city development in the way of securing some kind of water service for the town for fire protection and domestic purposes. Everyone acknow ledges this to be a fact, but the weeks slip away into months, and nothing is done. Tiie difficulty appears to be that no definite plan can be decidud up on, and in consequence these days that ought to be filled in with civic progress and con struction of a water plant are gliding into the past and the growth of the city is hampered. Division Engineer Griswold of the Oregon Trunk is one of those who sees the difficulty and without any spirit of officious ness he offers to submit a plan and pipe and other materials, estimate the cost of installing nnd submit the matter to the people in a tangible form in dollars and cents. Mr. Griswold is not butting in on this matter. lie along with every one else in town wants something done at once toward getting a water system for Madras. There is not any other one thing that will do so much for the good of the city at this time as a water system. The property owners and residents of Madras might just as well come to the conclusion now as later, that it's up to them to de velop the town. No one else is going to do it. '. "As a representative of the company I have a right to take an interest in the develop ment of Madras," says Mr Gris wold. "The Oregon Trunk will be on&of the heaviest tax pay ers in the city, and we want this town to be just as big and pro gressive as possible from a busi ness standpoint and are willing to do everything in our power to make it so." Mr. Griswold's idea is to in stall a well system with a gas engine to operate pumps with either a tank or excavated reser voir of sufficient capacity to fur nish water to combat a fire of some size. lie will make the surveys, get prices of machinery enough territory to make a county at all. And according to law a new county cannot take half of the territory from the mother county. Then if we tried to take a slice oft of what is left of Crook County to the east of Deschutes county line we wquld have old Crook County into our wool again. If the Deschutes county bill passes in the coming election we are doomed for eter nity to go to Redmond as our county seat. The people from Redmond claim that they had satisfied Piineville by withdrawing their line from that town to a distance of ten miles instead of encroach ing to within six miles as their petition is worded. But this statement is not borne out by the Prineville people. The lines of the proposed new county can't be changed without a now petition is prepared and a new set of signatures semired. It's too late now to make this change so no one should be bamboozled by any such talk as this. If the Redmond county bill goes she will have to go as she looks. Furthermore the people ol'Prine ville pledged themselves to fight the bill, and they are light ing it. Redmond representatives at Prinevillle the other day were asked some rather pointed ques ions. They were asked if they thought the new county propos al would carry it it were left to the vote of Crook county and they were forced to acknowledge that it wouldn't. They were a'so asked if this new county bill was not largely to boom for Redmond townsite company, proposed and launched by them without general knowledge and and consent of the people of the town, and they also acknowledg ed that this was a fact.
