SavorsofAdvertis- ing Scheme NORWESTERN GROOK COUNTY IS COVETED The people of Redmond have struck on a novel plan for advertising and calling attention to their town, in no ess way than by the circulation of a petition for the creation of a new county Deschutes with Redmond as the county seat, the east boundary of the proposed county passing within 6 mile of Prineville and the Bouth line within 5 miles of Bend, the county of which Redmond is to be county-Beat taking in Madras and all the northwest portion of the county. Taken in any other light than as an advertising freak, the Redmond pro posal is too ridiculous to be worth any serious consideration. Such a county division as this would be so rank an in justice to all parts of the county ex cept Redmond that it would never have the slightest hope of being carried through an election, when it was once explained to the public. As a matter of fact this county ought to wait now until it gets railroads and settlements developed bo that a ration al idea of what would be a convenient division of territory and location of county-seats. It's right and proper for Redmond people to boost their town through all egitimatc means but there is a very grave question which arises in this con nection when Redmond makes such a ridiculous proposal through the chan nels of the initiation petition, as that contained in this county division measure The following special from Salem gives the idea more in detail: Salem, Or., June 20. The latest ini tiative petition presented for signa tures in this city is one for the crea tion of Deschutes County, out of the northwest quarter of Crook County, with Redmond as the county seat. The proposed county contains 2800 square miles and has a pobulation of 1300 people. It includes the towns of Redmond, Laidlaw, Madras, Lamonta, Oneil, Cross Keys and Culver, but does not take in either Bend or Prineville. ts dividing line lies between ranges 14 and 15, east of the Willamette mer idian, and its south boundary lines be tween townships 16 and 17, south. It is certain that the proposed county will meet with bitter opposition not only from Prineville, but also from Bend. The east boundary line of the proposed county passes within six miles of Prineville and embraces some of the richest land in the Crooked River val ley, while the south line passes within five miles of Bend, and takes in many of the irrigated farms under the ditches of the Columbia Southern and Des chutes Irrigation & Power Company. Other proposed counties are Clark, Otis, Orchard, Umpqua, Nesmith and Williams. A petition for Clark County was filed today in tho office of the Secretary of State, which it is proposed to create by detaching a largo slice of territory from the northern part of Grant Coun ty. The Clark County petition carries about 9000 signatures. New "Hello" For Madras policy in regard to telephone companies Bcrvinglhc town. All that tho city ex pects to do is to control in the manner of installing the poles and wires ho an to keep the streets uninterrupted, and all telephone companies are to bo allow ed free access except for these restric tions. What the people of the town want is the Bervice and there is the prospect that this will be supplied in abundance. The Lamonta Farmers' line is now building toward Madras, while connec tions with Warmspnng across Agency Plains is sure to come in a short time. These lines together with the improved long distance and local service promised by the Pioneer company will give us first-class service in all directions. "Roxy" Tempor arily Insane While on the way from Shaniko last Saturday with Frank Woods, the freighter "Roxy Morford well known throughout the country wherever con struction work has been done, suffered a temporary abberation of the mind following a drunken spree and attempt ed to kill himself. "Roxy" was riding with Woods near Lyle Gap last Satur day when he snddenly jumped off the freight wagon and picked up a big rock and commenced beating himself on the head with it. Woods and another man with him rushed to the crazed man who turned on them to do them injury, and as a final resource they had to tie "Roxy". He was brought to Madras and turned over to Marshal Culp who placed him in iail. "Roxy's" dement ed condition continued and on Sunday he was sent to the county officials at Prineville in charge of Ben Jones. Last reports from the county-seat are to the effect that he is recovering, and it is thought he will bo all right again as soon as the effects of the debauch have passed away. "Roxy" was for a long time chief "powder monkey" for the D. I. & P. Co. at Bend. Chemical En gine for Madras Madras is to have a new chemical fire extinguisher just as soon as it can be shipped from Portland by express. It was ordered today by wire and an effort will be made to have it here and ready for operation by July 4th. The extinguisher is of the cask type, being mounted on a cart and supplied with a long line of hose. The tank holds 45 gallons of extinguisher fluid and generates a pressure as high as 150 pounds. The cost is about $450. This equipment will give the city the best fire protection possible under present conditions. It is the plan to organize a volunteer fire department as soon as the extinguisher arrives. Tho central office has been removec from tho McTaggart building, to first door north of Campbell's butchershop, where a neat office is being fitted up. The city council haa announced Us Only two candidates are now in.the field for the honor of Goddess of Lib erty for tho Madras Fourth of July cel ebration. Miss Minnie Monner of Agen cy Plains, and Miss Stella Baker of Mad ras. The Misses Ulu and Ailene San ford have withdrawn their names. Mis? Monner is in the lead with 149 votes. Tickete for voting can be secured from I). W. Barnett, who is treasurer of the celebration committee. Votes cost 10 cents each, and the contest is open to tho entry of any. candidate approved by tho parade committee. The funds are to be devoted to the parade decorations. Some time ago a company was formed and the stallion "Standard" waa pur chased, the price being $2500. Others have secured the mares and young stock of tho herd until they all went to Prineville with tho exception of one snan of mares taken to Idaho. Tho marea sold for $800 to $1500 a pair, T. A. False reports damaging to Madras are being circulated broadcast by peo ple at Redmond and other towns to the south of us to the effect that Madras is to be moved bodily four miles south to the point where the Oregon Trunk Line is having a well drilled for water supply for locomotives which are to operate over their lines. Every day these reports are recited to Madras people by strangers who have gone to Redmond and vicinity, where they have been told that the railroad company itself plans to develop a great city just south of Madras and that the pres ent Madras is to be moved or deserted, owing to the opposition of the railroad company. This matter was taken up this wecTc with Resident Engineer Lyman Gris wold of the Oregon Trunk, who called up Chief Engineer Budd, and was au thorized to make following statement: "The Oregon Trunk Line positively has no interest in any existing or pro posed townsite along its line, nor doeB it intend to take any hand in favoring one town over another, or in hindering the growth of any town. Madras 13 to be given a fine depot located just as conveniently to the town as the topog raphy along the right of way will per mit, and there is absolutely no truth in the statements that the railroad com pany intends to promote a new town four miles south of here or at any other point. The railroad company is build ing railroads, not towns." When asked regarding the plans for the Madras depot, Mr. Griswold said that Chief Engineer Budd would be here next week and that any desired information along that line could doubt less be secured from him. "It ia a fact," said Mr. Griswold, "that one townsite company Interested here offeied to pay All the expense of building the Madras depot, for the priv ilege of locating it Where they wanted to, and white this proposition could not possibly have changed tho location of the depot more than 1000 feet, the com pany turned down the offer rather than to be under any obligations to anyone. There litis been absolutely no change in the original plana for the Madras sta tu n. What individuals or companies may do is their own business. But aa tor the railroad company, il baa no towiifito schemes of any kind." This at least nails the major portion of the lie. Furthermore, there baa been absolutely no steps taken nor an nouncement made by anyone to the effect that a new town ia being consid ered at that point south of Madras. Over and above all of it is the natural location of the town of Madras. Tliero is not iu all Crook County a town which is the natural depot and shipping point point for so large a territory as this place. It is not the merits of the caso that has the damaging effect. It is the seemingly malicious effoi t ot our neigh- bora to the south to damage our town and hinder its growth that taukles the Madras people. Strangers throw this at us every day, that Madras is to be moved. "Why, that's what they tell us at Redmond and thereabourts." Coming along with Redmond's sur- reptious and diabolical proposal for county division sending their petitions for frignatures far away from the county without ever giving anyone iu tho af fected territory outmdo of their own town a chance to know what is pro posed- these damaging untruths which are being told to stringers, must be a part ot Redmond's system of boosting their owu little village to ttrealneea and glory, working along the idea of exter mination, eliminating everything, and leaving "Redmond tho Hub."
