The recular monthly meeting of the
bity council was held Tuesday evening,
Present were Mayor II. W. Turner,
Councilmett S. E. Gray, T. B. Tucker,
IV. H. Cook and W. R. Cook. Council
man "W. S. Smith came in late. Coun
cilinan T. A. Long was absent.
The minutes of the previous meeting
Vere'jead and approved.
A communication from-Amme & Gar-
row, electric ehgineers of Portland, was
read. This company wanted informa
tion about securing a franchise for an
electric light and power SA'stem. The
inatter was informally discussed though
no conclusion Was reached. The mayor
was instructed to write the Pdrtland
firm and fret them to submit a definite
proposal,
Christopher Smith, n young man
about 20 or 25 years old, last Saturday
morninc exhibited insane tendencies
and was taken in chargo by the city
authorities and held until Sunday, when
Sheriff Elkins arrived from Prineville
and took the young man there to be
judged as to his sanity.
For a day or two Smith had been
noticed to be acting and talking queer,
but on Saturday morning he took a
spite at Dr. Long's signs and pro
ceeded to tear them from the building.
He said he read in the Madras paper
that Dr. Long was n fake and that he
thought the signs ought to come down.
But little could be learned from Smith
about his antecedents. He drifted in
here the first of last week and was
employed about the Madras Hotel for
a day or two. He said he came from
Pennsylvania, and that his home was
wherever he took his hat off. This
poor bojr is more of on imbecile than
an insane subject. His talk and actions
were very childish.
"What are they keeping me here
for," he asked. "I'm. to eat and not
work. What do you know about that? ' '

Tillman Reuter was in town from his
ranch Saturday. He says the season
bo far has been very propitious for all
kinds Jjf crops, and that he intends to

nection with the Lamonta farmer line,
and also with the lines at Warmspring.
This question will be considered fully at
a special meeting of the council which
will be held Thursday evening.
No new ordinances were passed, al
though a few discrepancies in ordi
nances already in effect wereremedied
by chanpe in certain sections.
The following bills were audited and
ordered paid:

fall. Mr. Reilter has beeri awarded
first prize for the best dry farming ex
hibit at the last two county fairs and
intends to try to win it again this year,
then he says he will be contented.
Many of the specimens which helped
win at the Billings dry farming congress
last fall werd grown by him. This
year he has a pouple of dozen or more
different .varieties of potatoes planted
and about half that number of varieties
of barley. He tries all kinds, then
eliminates the ortes which do not come
up to standard. The dry farmer who
wins this year over .Mr. Reuter will
have to go some.

The matter of establishing a grade on
Main street was referred to the com
mittee on streets and public property.
Council men T. B. Tucker and W. R.
Cook were appointed as a special com
mittee to confer with the nightwatch in
Regard to salary. It is stated that A. J.
Weston aeks $100 per month for his ser
vices. Many desire to keep him on the

, Mrs. It. A. Merchant of Culver was
brought to Madras Monday for surgi
cal attention, she having sustained a
broken and dislocated wrist as the re
sult of a runaway accident which oc
curred that morning. She had started
to go to the Grizzly Lake sawmill that
morning with her husband, who was
driving a young team. On the way the
team took fright and ran away. Mrs.
Merchant jumped out of the back of
the wagon and in doing so broke some
of the bones and dislocated her left
wrist. Dr. Snook attended tho injury.
Mr. Merchant finally stopped the run
away horses before any further dam
age was done.
