THURSDAY NOV. 35, 1909 RAILROAD WANTED FIRST Secretarj' of the Interior Bul linger .una Ueeu severely ar raigned by a writer in an East era magazine bocause he has granted right of way to two rail roads up the Deschutes 011113011 at water grades therebj' destroy jng tne enormous water powei jvhich belongs to the people of .Oregon, and which the wntei .says this commonwealth has re ceived nojust recompense. Secretary Ballinger has given an interview in his defense, o jivliich we publish a portion That thepeople of Oregon and especially'; Central Oregon will indorse the Secretary's stand there is no duestiom There is plreadj' enough water power reserved in Oregon, and also .unreserved power, to meet the jieeds of almost any magnitude .within this state, and doubtless he Secretary was aware of this fact. As to railroads, the pea . pie of this section want them above all things else, and want .them with grades that will per- mit of the cheapest opera'ion, so that they will be a perma nent benefit ill the economical marketing of products. No other route into Central Oregon will meet this requirement. J. Secretary Ballinger's defense follows: . "When Secretary Ballinger's attention was called to this article he pointed out that 'both railroads have been seeking right of way through the Des chutes cany on .since 100$. Con trary to 1118 statement, Secretary Garfield on $y 21, 1907, approved the- Oregon .Trunk's right of way for 74 -miles along the Deschutes, and since that date various rtiaps of both companies have been ap 3prpved. The roads conflict only ; jwhere the nature of the country is such as to qompel( them to use the same right of way in. .passing through defiles, as; drovided by law. . , ,. "Ballinger says it,is,tidiculous to arraign ;him for, allowing two .railroads to enter the inland country, when public sentiment jn Oregon is so strongly favor able to railroade, and gladly ,welcomeo two roads, which will mean competition. Matthews, in his article, says iliat railroads "by follpwijg.: the Peschutes .Riverj)can,build4o SanFrahcisco at a 1 per cent grads, where the .-present route, at places, is 0 and S per cent., . "Advantages that will accrue to the people as a result of this .well-graded road, meaning cheaper costs of transportation, -die thinks will amply, offset the imaginary losses in water ppw ibrs. In a tvord, Secretary Bal linger regards Matthews, as a -man gone mad on the subject of water power, and one who "believes the first cry of the "West is for water power. His own experience has shown him that the WcbI primarily wants railroads, with . their attendant settlement and development.and lie is' willing to, res,t his case with the people moot concerned. "To Iris mind a railroad into Central -Oregon will do more to ..build up that section than all the water powers along the Dos chutes, and he does not hesitate to say that if in the future there a a demand for more water yower than is beiug developed ill U , " in Eastern drelori, . ways and CLASSIFIED LOCALS means will be found to gel it. y-; h ; , ; : Much of the article, hp .Bny 19 MT, (Saturday- the 13th, a small tnnridimilmmrnrnlt fnrjinwr'M got(l,plu,.lfiar flluuW Fintler please ' . . leave at l'loneor oflloe.
