Hill and Harriman contract
ors are reported to be trying to
corral the labor market in Port
land. Representatives of both
of the rival interests in the Des
chutes canyon are rounding up
men by the scores and hun
dreds wherever they can line
them, and heading them to the
scene of the titanic struggle for
the occupation of the water
.level route to Central Oiegon
This is the most important de
velopment of the week in the
railroad warfare which all of
Oregon is watching, and th
magnitude ot the construction
forces which are being assem
bled by each of the contending
sides is rapidlj' dispelling an'
doubts that may have existed
as to the sincerity of their pur
pose.
It is difficult to ascertain the
number of men comprising the
construction forces already at
work in the canyon, because
they are scattered in a dozen or
more camps at numerous points
along the river, but the esti
mates run all the way from 800
to 1500 for both camps, and
scores 01 laborers are coming
in dailj'. Mr. Twohj'j head of
,the firm of contractors who are
building the Harriman road, is
authority for the statemeut that
G000 men will be put to work
there as rapidly as they can be
secured, although the demand'
for labor in the harvest fields is
making it difficult to secure
muii at this time.

There is something in all this
stir and activity which would
make evdi the most hardened
skeptic believe that Central Oi
egon is going to get two rail
loads. It has an appearance of
genuineness that is very reas
suring to the residents of this
long-isolated section.
APPORTIONMENT OF RECLAMA
TION FUND
The engineers of the Rec
lamation Service met .with Sec
retary of the Interior Ballinger
in Portland Tuesday, for tire
purpose of apportioning tlie
fund of $7,000,000 now on hand
among the various ii ligation
.projects now under way or to
be taken up this year by the
government. The result of the
appoi lion men t has not been
learned, bit it is extremely un
likely. ,'that any great, portion
was bet aside lot new work.;
.Secretary Ballinger, It is an

before other projects are taken
,up, and it is more than prob
able that thd greater portion of
the money on hand was appor-'i
tioned lo these projects.. Engi-i

particular work, and it is known
that the demands for these vari
ous projects would) in the ag
gregate, amount to more than

come in for a share.
A PRIZE WORTH FIGHTING FOR
Some idea of the value of the
prize for which the Harriman
road and its lival aie contend
wig in their fight fur the Des
chutes canyon water-level route
into Central Oregon hiay be
gained from the statement thade
last week by one of the Porter
brothers, wno. are engineering
the light for the Oregon Trunk
Line. Mr. Poller said; 1
would take 700 cars a day for
30 years lo pull the timber out
of Cen'ral Oregon, to say noth
ing about wheat and other pro
ducts." And Mr. Porter is one
of the best informed men in the
country on the traffic possibili
ties of this vast region.
In the present da' of cheap
transportation, the Deschutes
canyon holds the key to all the
immense riches in traffic which
Central Oregon possesses. It
offers practically a water leve
route from the immense timber
belt of Central Oregon to a con
nection with tlie Hill and Mar
11 man transcontinental lines at
the Columbia River, and from
the great wheat fields of this
region to their market at Port-
laud. One hundred cars of lum
her loaded at Bend or anywhere
in tne timber belt Sotttli or

enough to start it, roll down the
Deschutes canyon railroad o

nomic value to Central Oregon
of having its product handled
over suca a route cannot oe
nvr-estimaied. And control o
that route, to the railroad,
means absolute control of the
immense traffic of this region.
Strange how so many rail
road-builders all at once dis
cover the great attractiveness
of Central Oregon. Strange,
too, why-all want to go in by
the same route. Don't crowd,
gentlemen. There will be plen
ty of room when you arrive.-
