From Inspection
" Much has beou said in the papers
concerning tbo new order issued by
President Roosevelt, requiring exami
nation of entries to bo made by n
special ageut before final certificate or
patent is issued, and ns the order may
be of interest to our renders we copy it
below. The order does not in nny way
interfere with llunl proofs, but simply
requires inspection of the entry by n
special agent for the purpose of pre
venting frnuds, before final cortiiicate
Issues. It will probably result In
some delay iu the issuance of the final
certificates, but will have no other
offect upon any entries made and
carried out iu good faith. The order
follows:
The "White House, "Washington, Jan
uary 25, 1907. The Secretary of the
Interior:
Sir: -To prevent the fraud now
practiced in the acquisition of public
lauds of the United States, I have to
direct that hereafter no final certifi
cate, patent, or other evidence of title
shall be issued uutler the publlo laud
laws until an actual examination has
been made on the ground by an au
thorized officer of the government;
but the following shall be excepted
from the force of this order:
1. All claims which hsve hereto
fore been examined on the ground by
an authorized officer of the govern
ment whose report is found satisfac
tory.
All claims wuere Heretofore au
officer of the government other than
officers authorized to take final proof
shall have been present at the taking
of final proof to cross examine the
claimant and witnesses, if such proof
is founu satisfactory,
3. Ail claims where claimant's
compliance with the law has been es
tablished by contest or other adverse
proceeding".
4. Eutries widen may have been
confirmed by virtue of any act of Con
gress.
5. Selections and eutries in which
no residence or improvement is re
quired by law, when the lauds em
braced therein are strictly speaking In
agricultural districts, or when their
character has beou fixed by invesliga
tion and classification made in aucor
dance with law.
6. Cases of reissuance of patents
because of some clerical error occur
ring in the patent heretofore issued.
7. All Indian allotments which
nave been regularly approved in ac
cordance with instructions of the eea
retary of tho interior.
You will issue all necessary Instruc
tions to carry this order Into effect.
This order is in lieu of my order of
December 13. 190G.

ODD FELLOWS ORGANIZE

At
Eighteen members of the Prlrjeville
lodge of Odd Fellows came to Madras
last Saturday evening, to assist in the
organization of u local lodge of thnt
order at this place, the Prineville dele
gation being headed by Noble Grand
T. II. I.afollette, who had charge of
the exercises of instituting (ho order
at this place. Those who accompan
ied him from Prineville were: I. L.
Ketchum, Henry Huston, I. W.
Spears, W. II. Huston, W. Collins,
Heury Burchdorf, M. Templeton, J. H.
Templeton, AV. F. Petti t, Eobert
Mooro, M. R. Biggs, J. II. Crooks, C.
B. Dinwiddle, Earl McLaughlin, Ham
Kuberg, James Allen and II. B.
Adams.
The local lodge, which will bo
known as Mt. Jeflerson Lodge, begins
its career with 22 members, ulne of
whom were Initiated Saturday night.
Thoeo initiated were: James C. Bice,
Lyn Nichols, II. W. Turner, J. C,
Itobinson, C, B. ltousii, J, W. Living
etou, Tillman Reuter, Orla Hale and
II. I). York. The exercises of Institu
ting the now lodge and initiating the
new members required the enure
night, and a supper was served at the
Groen Hotel at midnight.
The officers of the new lodge, who
were eleoted Saturday evening, are:
Noble Grand, J. T. Dlzuey; Vice.
Grand, N. II. Piukerton; Seorotary,
0. 10. Itpush; Treasurer, John MoTag-gnrt.
A delayed Moro Observer, tolling of
the floods which washed out the Col
umbia Southern bridges and tracks and
cut ofx all communication between
Central Oregon and the outside world
says:
There could bo no prettier snow fall
than that which visited a large exleut
of Sherman county this week, 15 in
ches of pure quality on the dead level
without a drift any where in sight
It was just the ideal for sleighing, but
alas, it could not bo so. The ground
was frozen too hard to receive it as ad
ditional moisture, and Wednesday it
began to move oft' toward the Colum
bia river at a roaring pace in the shapo
of dirty water, destructive of every
thing in its path. At 7 o'clock last
night the C.S. Ky station at Moro was
surrounded, and Mr. Buxton had to
drlvo his high wagon over to it, to
carry people across back to the city
who were waiting for the Biggs train
that was then reported backing down
to the main line as the bridge at Mc
Donalds had washed out. Passing
Lone Bock, east of Moro, the flood was
said to be 10 feet deep; at DeMoss, be
low Moro, 6 feet deep betweeu the
posloflice and depot; at Grass Valley,
11 miles south of this city, 4 feet deep.
Water there had entered the Buckley
residence. Wasco suffered a similar
fate, and all business in the lower por
tion of the city about the depot was
submerged. In ail directions the wu
gun roads were horribly mutilated.
STAMP-KILLIHCDECK WEDDING
Miss Sarah E. Killingbeok and Mr.
Chester B. Stamp wero united in mar
riago on Saturday evening, February
10, 1907, at 8 o'clock, ISlder E. Y
Wilder solemnizing themarriago rites.
The wedding occurred at the home of
the bride's parents on Opal Prairie, in
the presence of relatives and a few
friends of tho happy young couple.
Mrs. Maudo Jordan attended tho brido
as bridesmaid, and nor husband, Mr.
J. E. Jordan acted as best man for the
groom .
Tho bride is tho eldest daughter of
Mr, and Mrs. W. G. Killingbeck of
Opal Prairie, aud Is extremely popular
among the young people of that local
ity. The groom Is one of the pros
perous young ranchers of the Opal
Prairie neighborhood, and lias already
prepared a comfortable home, where
ho and his bride have taken up their
residence. Mr. and Mrs, Stamp wero
the recipients of a number of hand
some presents,

farmers who are making great success
of their work In the semi-arid regions

understanding of It, a word of caution
may he necessary. It must not bo
forgotten that the fields which are
harrowed are not planted In theordln
ary way. The fields are packed with
a sub-surface packer, and the seed I
planted with a shoo drill, so that the
grain from tho beginning Is rooted In
tho firm soil four Inches bolow tho
surface, three inches of the covering
being a loose mulch. None of tho rep
utable agriculturists advise tho har
rowing of growincr grain rooted In
loose soiljike that planted with a dlao
drill or sown broadcast and harrowed
in, as tho roots of grain planted In
this way are too near tho surface and
nave not a nrm euougli hold on the
soli to allow of harrowing without
great damage.
