I hold more strongly now than before to the views which I expressed at the Hood iliver meeting, and the recent disclosures made concerning the favoritism shown by Commis sioner Richards to tho Union Pacific andilatriman interests, leads all of us to believe that millions of acres of fertile land, and the hidden wealth of in numerable productive resources will be knocked in the head tied hand and foot and thrown contemptuously aside to grati fy the grasping nature of railroad corporation which has virtually said 'Hands off Central Oregon until we get ready to move in. mere are other places to develop power and other places to pump, and other lands to irrigate. If the reclamation service doesn't ap prove of us, if it doesn't want to aid us, then let it stand aside and not totally annihilate months of labor, development already started and thousand iipon thousands invested." 'lithe Reclamation Service is really anxious to setve the people and pump water, let litem go above the mouth of the r.ver to the Agency Plains dis met. where wheat ana oats are being raised on 200,600 acres o laud. The waters of the Des chutes are accessible there and the land owners would gladly give From 2o to oO per cent o their entire holdings for water." "It is a question, of course -whether the department wil see fit to retract tlie action when our petition is 'presented, but there will be 'enough signatures on it, and it will go to Wash ington with such impetus that we expect to have some one sit up and take notice whether 'anything else results 'or not.' The petition in question wil "be freely circulated throughout the central part of the state and will contain a loner list of men representative of business enter prises. Aside from this there is little doubt that. the 'chamber of commerce will affix its sanct ion to show, too, tlmt not ony the welfare of Ceutml Oregon depends upon transportation, but that the development of the resources there will be of great "and lasting benefit to Portland iitself and the business concerns located here.
