Judaou, indus trial agent of the 0. K. & N. Co., and well known throughout Eastern Oregon, died at St. Vin cent's Hospital in Portland on last Saturday. Col. Judson was one of the most practical men in the state in all matters relating to agriculture, horticulture, live stock and progressive methods of 'farming, and his death means a great loss to those industries in this. state. He was the first to advocate the growing of dry land alfalfa on the highlands of Eastern Oregon, with the result that it is now an important for age crop in this section of the state. September 30 has been set aside by the Lewis & Clark Fair management as "Portland day" and it is desired to make it the banuer day of the Exposition in point of attendance. "Chi cago day" rolled up an attend ance of 700,000 at the Colum bian Exposition in that city in 1S93, but President Goode of the Lewis and Clark only asks for the modest number of 100, 000 upon Portland Bay- rllLIC WELL IS FREE 5 There seems to be some mis 'understanding about the use 01 the public well in Madras, many. peoplB'being .Under 'the impres sion thata charge is being made "for the use of it. This is not 'true, and the charge that has "been made users of water from ithe well was for the purpose of paying the cost of digging the 'weir, and the fee of $2 charged twill cover tbe- cost of using the lwater for all time to come. The 'balauce.of the cost of putting lin. the "wll, including coat of pump knd lumber, was paid by Isubsoriptipn of the citizens ol ijtd'rfrs. Had all of the risers ofwatzr fijjota trie public well paid promp:lv, the pro rata charge-would have been consid erably1 Jess than the $2 charged, but as in all communities, those. . .... swiio 'are willing to pay nave Thad to bear tha burden of those whowlll not 'pay, and the $2 charge Vas made in order that Uhe men who dug the well might have their money with reasonable promptness. The amount is so small, anyway, compared with ths cost of water heretqfdre, that there should be no 'complaint over 'the charge Tnere will be no 'other charge. and the use of the well is en tirely free to those who have ipaid. Only a veiy small amout, possibly $10, remains unpaid, and this statement is for the purpose of correcting, some of errdriebns impressions that pre vail In' regard to the ue of the public well: " ' . ' In a community lacking or ganization as Madras does, it is ' always difficult to regulate su'ch matters, and to provide' for the ordinary ''conveniences ' fdr the ' people whd patronize the business- enterprises 'of the town. Incorporation of the 'town, which is flow proposed, will remedy this ina large measure, and it f will be possible for th'eniunici pal corporation, through its proper officers, to provide and maintain these necessdry convex niences; ' The ToWnsite Com pany has given the use of -a lot for the public well and when the town is ' incorporated it can doubtless be prevailed upon to deed this to the city, in order that the city may maintain a conveniently arranged public well aud reservoir fur the use of ICE CREAM EVERY DAY the ranchers of the surrounuiuir !
