W. C0tt6n, ofPortj hindhas'beeu named br Presi dent Tioosevelt as Judge of the United States District, Court for Oregon, to succeed the late Judge Charles B. BeMinger. Mi Cotton, is one of the best known attorney of the Pacifiic Coast, having been general Counsel of the Oregon Railway & Navigation Company, with headquarter at Portland, for a number of years past. He was associted with Judge Bellinger in the codification of the state laws,1 the new code being kno'wn as Bellinger & Cot ton's. Code,. In politics he has kept himself clear of the factional strife in the Republican pai tj'of the sta te,and this'faot, together with his pe culiar fitness for the place, made bitn. the choice of the President for the vacant federal Judgeship in Oregon. Mr. Cotton holds higbrankin the .state bar, being recognized as one of the abfe'sM attorneys in the state, and his popularity among the menbers of the bar throughout the state makes his appointment felicitous one. Mr. Cotton will net the duties of the federal Judge ship until September, one of the conditions upon, which he ac cepted the appo:ntment Tefng that he could have until that time to qualify, in order that he might wind up a number of private business matters.
