HOC H ESCAPES THE NOOSE Chicago, July 28 At the eleventh hour Johann Hoch, the convicted wife murderer and coufessed arch bigamist, received a ray of hope that he would not be executed for the murder of his wife, Maiie Welker Hoch. He was to hang between ten o'clock and noon to j day, but the march to the scaffold was delayed to the last moment pending the result of heroic efforts of friends to ob tain the ftOO needed to complete the f 1100 necessary to make an apiaal to ' 111. nr,run,A P.ui.t Dr. L. Montgomery, a well known physician, and Mrs. May Wilson, a woman of wealth, called at the jail at 10:30 and announced that they had raised the amount needed by Hoch Stales Attorney Heady was informed and communicated with the governor. Montgomery has taken an interest in tne case Irosi a scientific view, asserting his opinion that the analysis was incor rect and that Hock could not have com mitted the crime. At 12 :45 p. m. Governor Deneen re prieved Hock until September 25th. With scarcely more than an hour to spare before the time set for execution Johann II tL. convicted wife murderer, was reprieved by Governor Deneen no till Sept. 25ih. With the extvption of a slight attack of nausea early this morning Hock was in excellent spirits throoghoat the morning. When he learned the money had been raised to pay for an appeal, he called for another cigar, placed bis feet on the table and said : "This proves my contention that I will not hang." NEW SYSTEM FOR SOUTHERN PACIFIC The Southern Pacific Company is pre paring to install a new system for the operation of its trains over the Sierra Nevada mountains. In lieu of the pres ent block-signal system the entire Sac ramento division from Sacramento to Sparks, Nev., is to be equipped with what is known as the tablet system. The tablet system is in use on all the English lines, has been in operation suc cessfully for some years in Australia and has proved a successful experiment in the Raton mountains on the Santa Ke. The tablet system is designed to reduce the danger of collisions on a single track road to a minimum. The claim is made that collisions are absolutely impossible under the system. A small steel tablet is picked up by the engine of a train at the entiance to a block while the train is running at full speed. The act of pulling ttie tablet trom toe niaouine in wnicti it rests locks ttie block una pre vents any other train from entering the block while it is to locked. At the end of the block the engineer thrown off the steel tablet, which la recovered bv the agent and placed in the machine at that point. This unlocks the block which the train has just passed, so that it ran oe entered Dy any ottier train going in either direction W bile the blocks are clear a train can continue without inter ruption, but if a train comes to a block that is occupied by a train it will find the signals thrown against it, and if attempts to enter the block against the signals it will run into a derailing switch. To Adopt Municipal Ownership. The Eugene City Council has engaged Frank C. Keisav to make estimate on the coast of construction of electric light and water plants for the city. Hs it to report September 1, and it is thought that it will not be long aftorward that construction will begin. About a year ago last April the people of Eugene voted in favor of municipal ! ownership of light and water plants and the city authorities have teen quietly working on the matter ever since. Tbey have filed on the waters of McKeniie River for power purposes end have made preliminary surveys for th canals, etc. The municipal ownership ides is a popular one in Eugene, end a majority of cltisent are anxious to nee an early consummation of the plana to control tbe two public utilities.
